  2. Knowledge of Circle Rate WHAT IS CIRCLE RATE IN DELHI? Circle rate is an essential factor considered when determining property value during sale or purchase. It is also a factor financial institutions consider when estimating the property value for sanctioning mortgage loans. WHAT IS CIRCLE RATE? The government notifies a minimum rate for transactions related to property registration in a specified area, known as the circle rate. It is notified through the sub registrar’s or registrar’s office in Delhi. With demand for property loans in Delhi at an all- time high, circle rate in Delhi is an essential consideration. Have a look at all details related to circle rate in the city. Stamp value is thus determined as the higher of circle rate notified for a given area in Delhi and estimated transaction value for the property.

  3. Why it is important! Usually, when a property is sold, the stamp duty and registration charges are paid by the buyer. It has been often contested that a higher circle rate leads to a fall in the rate of transactions. As the gulf between the circle rate and the market rate reduces more and more authentic buyers with legitimate money start entering the market. Although in such a scenario the transaction velocity decreases, a lesser amount of black money gets parked into real estate assets. Reviewing the circle rates every 3 months or once in six months will keep the market rate and circle rate more in line with each other. At the same time, the state government will also make higher tax collection from real estate dealings as stamp duty is paid on a circle rate which is in line with the market rates.

The circle rates notified by the Delhi Government are higher for the former and lower for the latter. Step 2 – Consider the type of property; whether it is a flat, apartment, independent house or a plot of land. Values of different property types vary even if they fall in the same area. Step 3 – Use an ‘age multiplier’ to arrive at property valuation and determine the circle rate accordingly. 9
