1. Pay/Personnel Administrative Support System (PASS) Update

2. PSD to realign from CNIC to NPC as end to end business process owner for Personnel and Pay. (Date TBD) While CNIC has had great success in improving the Pass program and finding efficiencies, the program is significantly underfunded through the FYDP creating a backlog of transactions and delays in processing. NPC and CNIC staff's have been collaborating to automate key processes in an effort to save labor and benefit the Sailor. Alignment of the program to Regional Commanders and COs will provide oversight for standardization and automation of processes as well as interface with tenants to ensure compliance.

PASS Program Overview 2/21/2012 We serve Sailors pay needs: Examples: Regular pay, bonuses, special duty assignment pay, family separation pay, housing allowance, hostile fire pay, sea pay, flight deck pay, leave rations, hazardous duty pay, responsibility pay, to name a few. We ensure Sailors pay is not taxed when serving in a combat zone. We also arrange for a Sailor to receive advance pay and advance travel pay upon a PCS move, as we do for DoD civilian PCS moves as well. We liquidate Sailor and DoD civilian travel claims as well. We also compute transactions to reduce a Sailors pay following legal proceedings (NJP or Courts Martial). We meet Sailors personnel needs: We transfer and receive Sailors from one duty station to the next. We track LIMDU and Transient Personnel. We conduct Navy-wide exams. We issue CAC/ID cards. We provide Passenger Transportation services for Sailors and their families: We also provide passenger transportation services for DoD civilians and their families, official passport services, and Visas for out-of-country travel where required. We provide fiscal/disbursing services: We are an extension of the U.S. Treasury in that we hold a Disbursing Station Symbol Number (DSSN) permitting us to handle cash and checks for the U.S. Treasury and to orchestrate the various payments DFAS makes to Sailors. Each PSD holds an Associate Disbursing Symbol Number (ADSN) to collect and/or distribute cash and checks for debts owed to the U.S. Government. In our remote locations, we serve as the bank for the local population (e.g., in Diego Garcia and Souda Bay, Crete) in cash cage operations. We also arrange for cash movement from banks to PSDs in locations such as PSD GTMO and PSD Bahrain. We provide cash for merchant payments in locations where other forms of payment are not accepted, such as Iraq and Djbouti.
