  2. Combined Cycle Gas Turbines (CCGT) Description A gas turbine-driven generator produces electricity. Hot exhaust gases from this turbine are directed to a heat recovery steam generator, which is then fed into a steam turbine generator that produces additional electricity. Issue • While the gas turbine and steam turbine generators are a single facility, their electricity output may be incorporated to the grid at different connection points. • If aggregated across multiple connection points, IMO unable to predict individual circuit flows and perform accurate security assessments.   4. Scope • Two existing CCGT NUGs have been denied aggregation under the market rules. • Existing CCGT NUGs registered as Transitional Scheduling Generators, which allows self-scheduling. After PPAs are renegotiate must re-register as either dispatchable, self-scheduling or intermittent. • CCGTs are becoming increasingly the technology of choice. • Similar aggregation issue has been suggested exists for “cascade” river generating stations. Potential Solution • Allow facilities to submit one offer and receive one dispatch instruction for entire facility, but also require facilities to submit extra information (in addition to what is already required in the market rules) in the form of allocation rules. • One offer together with allocation rules would allow IMO to perform accurate security assessments. • Allocation rules also used by MP to translate single dispatch instruction • IMO conducting high level technical feasibility impact assessment over the summer.
