Husen The Commission repeatsthat DG EMPL budget linescannotbeused to finance permanent structures They encourage us to submitgrantrequests for specificprojects They propose thatweask a sectoral social dialogue committee (SSDC) to offersome of theiravailable time for NEPSI meeting(s) 26.02.13: SSDC Extractive Industryagrees EC opposes to have a separate NEPSI meeting after a SSDC meeting and asks for a formalletterfrom the NEPSI Secretariat to ask for a meeting day NEPSI letter to be sent to the Commission asking for the financing of one-day meeting for NEPSI as of 2014

NEPSI effectivenessproject Background after 7 years of implementation and 3 collections of KPIs, NEPSI signatories wish to make a deeper analysis of the application of the good practices from the NEPSI SDA on the ground • study verifying the effectiveness of the good practices in reducing workers’ exposure levels to RCS • adding useful quantitative information on the effectiveness of the measures from the Good Practice Guide (GPG) The project was discussed several times in NEPSI ad-hoc committees RCS: Respirable Crystalline Silica

NEPSI effectiveness project: preliminary views (1) Method: Adopt a sampling approach: select with NEPSI experts and consultant a number of critical tasks sheets from the GPG and make intervention studies on a selection of industrial sites: exposure measurements before / after (with/without engineering controls) NEPSI employers organisations will callfor volunteers for sites visits Select sites - with potential of RCS exposure - representing the various sectors - with process relevant to a significant group of workers - in a limited geographical area (if possible) + Complete those studies by a collection of case studies accross NEPSI companies using a standard form with exposure measurement results (quantitative information). Qualitative information on good co-operation between employers & employees also welcome.

NEPSI effectiveness project: preliminary views (2) • Outcomes: • Report on the intervention studies and analysis of the results • Booklet of case studies on the implementation of good practices • and shared experiences from both employers and employees • demonstration of the effectiveness of the NEPSI measures with • quantitative information •  communication tool to present how the Agreement is implemented at site • level and to demonstrate its importance • useful to workers, companies, trade associations, trade unions, • European and national authorities • Documents in English, anonymous examples (name of country and sector) • If few manufacturers of a sector in a country, apply a confidentiality rule

NEPSI effectiveness project: preliminary views (3) • Requirements for external expertise: need for expert institute in occupational • hygiene (IRAS Utrecht, Arbo-Unie,INRS, Adhesia, BG, INAIL etc.) • Tasks for intervention studies: • identify with NEPSI experts the most critical job functions in terms of RCS • exposure for each industry sector • select with NEPSI experts the task sheets (~ 10) • select sites for intervention studies – on a voluntary basis • measure workers’ respirable dust and quartz exposure before (technological • control measure switched off) - after implementation of the good practice (switched on) • produce a report in EN of the results and analysis of the sites visits • Compilation of case studies • Develop and use a standard form – require exposure measurement results • Compile the result s in a booklet in EN

  9. NEPSI effectiveness project Questions: Can we work on the basis of this project proposal? The application dossier must be sent to the EC on 20 June 2013 The project would run for max. 12 months from 20 October 2013 the earliest onwards = ″multi-beneficiary agreement″ lead applicant: IMA-Europe co-applicant: industriAll associate organisations: other NEPSI employers * associate organisations are other organisations which participate in the action where this serves the aim of the action, on a no-cost basis NB: at this stage, we do not see a way to cover the 2014 NEPSI reporting exercise in this grant request Do we need to plan a PR budget: design & lay-out of the publications How many translations? (FR/EN/D sufficient?)

  12. EU-OSHA Campaign Working together for risk prevention NEPSI commitments as partner: • NEPSI will organise a meeting and an informative action on the campaign. When? Agenda item of today meeting • The Campaign and its publications will be promoted on the NEPSI website: announcement done • NEPSI will act as a multiplier through the promotion of the Campaign within 18 associations and their member companies and national associations: website, newsletters of all NEPSI signatories • The Campaign will also be an incentive to investigate into “working together” case studies of in the context of our Agreement: call for case studies in the context of the effectiveness project Participation in the benchmarking event in June (5-6 June)
