Process of development • August 2007 Workshop- DoE representatives, service providers implementing existing PE programmes and labour unions • The experience and lessons learned from the implementation of DoE pilot PE project in 4 provinces (2006-2008) • An extensive literature review on guidelines for PE, SRH and HIV education programmes • Vast experience of PE implementation in RSA • Consultative workshop July 2009
