INTRODUCTION • Lions Aid Norway (LAN) is a developmental organization for Lions Norway MD 104. • LAN started its operations in Zambia in 2010 and has been working with implementing Government Agencies to build and strengthen eye health systems and services in a sustainable and cost effective manner. • LAN’s programme and support in Zambia is within the context and framework of the National Eye Health Strategic Plan 2013 – 2015 and SAFE (Surgery, Antibiotic therapy, Facial cleanness and Environment) Strategy Implementation Framework 2013 – 2018 for elimination of trachoma.

THE KAOMA DISTRICT WATER PROJECT • The overall aim of the project is to enable a target population of 26,235 from 33 villages have access to safe and clean water by 2017 as a means of contributing to alleviating poverty • The Specific objectives are: • A target population of 9,647 children will have their right to education enhanced • Provision of sustainable clean and safe water to 33 villages hence reduce the prevalence of water borne disease by 50% • Reduce the walking distance from the current 4 kilometres to 0.5 kilometres • The project is expected to run for a period of three years effective 2015. WHY THE NEED FOR WATER? • 81% of the population in Kaoma doesn’t have access to clean and safe water. • Currently, they draw water from unprotected dug wells and surface water that is highly contaminated • Distances to these water points are over 4 kilometerswhich takes a minimum of 6-8 hours walking to fetch water everyday. • This leaves little or no time for women and children (9,647) to pursue developmental activities and receive education respectively. • The lack of clean water has resulted in high prevalence of water borne and Neglected Tropical Diseases such as Cholera and Trachoma. • As a result, Trachoma prevalence in children aged 1-9 who are at risk of blindness stands at 32.7% in Kaomadistrict In Picture: A teenage girl, Lydia and other children drawing water from a shalow and unprotected dug well in Shikombwe Village, Kaoma

WHAT NEEDS TO BE DONE? • The project will involve drilling boreholes and installation of thirty (30) hand pumps in Kaoma district which will be done in three phases. • It will also involve orientation of community members to safeguard the boreholes and ensure they are maintained hygienically. WHO WILL BE INVOLVED IN IMPLEMENTATION? • The project will be implemented by Ministry of Local Government and Housing through its local agent Kaoma Municipal Council whilst supervision will be the responsibility of Lions Aid Norwayand Lions Club International District 413. • Local community representatives will be engaged at planning and implementation stages in order for them to take ownership. • The village water committee at community level will be responsible for maintenance of the water pumps.   7. HOW WILL THE PROJECT BE SUSTAINED? • Ownership is one key component of ensuring that the project is successful and sustainable. Therefore as sustainability measures: • Local community representatives will be engaged at planning and implementation stages. • The village water committee at community level will be responsible for maintenance of the water pumps. It will be their responsibility to ensure the points are fenced to avoid animals from contaminating the water. • The community will be required to give a minimal financial contribution that will be utilised for repairs and maintenance • Only the recommended India Mark II pumps that have readily available spares will be installed. • The community through KaomaMunicipal Council will be oriented on how to maintain and repair the hand pumps. HOW WILL THE PROJECT IMPROVE LIVING CONDITIONS? • After completion of the project we expect: • Prevalence rates of water borne and neglected tropical diseases to reduce by 50% , • Reduced walking distance from 4 kilometers to 0.5 kilometers and enhance education for 9,647children, • the community will be economically empowered as they will spend time on developmental activities i.e. agriculture.   9. HOW MUCH WILL BE REQUIRED? The project will be financed by contributions of 54,000 NSR Lions Club International members over a two year period(2015-2017) as well as community contributions as follows: • Total Request: • (EUR 172,800) (54,000 X EUR 3.20, YEARs 2015 - 2016) • Community contribution • (EUR 1,950) • Total project cost: • Local currency (ZMW1, 485,375) or (EUR 174,750) • Exchange Rate: • EUR1 equivalent to ZMK8.5 In Picture: Funds allocation for the Kaoma District Water Project

HOW WILL RISKS BE MANAGED? • Risks that may affect successful implementation include lack of ownership, cultural beliefs, corruption, economic and political factors. • Among the major risks, corruption in the procurement process is the most prevalent as the gravity of corruption in Zambia is extremely high with a ranking of 83 out of 177 countries on the corruption perception index. • It is against this background that LAN promotes whistle blowing and has adopted best practices in procurement procedures documented in our Country office financial manual as a means to address corruption in decision making • Measures have also been developed to mitigate the impact of the other identified risk.
