  3. Actions from 2005 • Have “lessons learned” meeting with AST, rest of FAA on X PRIZE Cup • Held on 5 December 2005 • Supply R&D topics to AST • Two topics submitted • Continue to pursue ITAR issues • Data collection ongoing • Met with Ann Ganzer of DDTC

  4. SpaceTEC Certified Aerospace Technician Program • Core Operational, 5 States, 17 Trained Examiners • 350 Exams Administered, 110 Certificates Issued • Manufacturing and Vehicle Processing Concentrations Available Fall 2006 • Community College of the Air Force and Brevard Community College Approve 25 College Credits Toward A.S. FAA/AST Presentation • Randy Repcheck presented comparison of Launch License and Experimental Permit • Very similar application process • Streamlined system safety management and engineering • No quantitative risk analysis • FAA developing Programmatic Environmental Impact Statement to ease burden for applicants

  6. AFSC Presentation • Lt. Col. T. Brown presented overview chart of the Responsive Launch Traffic Control concept • Cleared up misunderstanding on RLVWG’s part of what AST and AFSC need/want in the way of RLV developer requirements • Action item to set up interface between the two working groups

  7. ITAR Discussion • Last round of verbal inputs made in 23 May RLVWG meeting • Biggest areas of concern identified • “Export” by accident, through advertising, discussion, web posting, storytelling, etc. • Potential restrictions on foreign passengers • Potential restrictions on foreign investment and insurance • Globally, ITAR’s negative impact on our industry, and by extension, on national security • Broad stroke strategy for easing ITAR outlined • ITAR as a threat to national security

  8. Meeting with Ann Ganzer • Give and take discussion, RLVWG expressed its concerns • DDTC limitations partially due to staffing needs • Additional staff on the way • Ms. Ganzer outlined ways to become fully informed about the ITAR • Ms. Ganzer is supportive of the industry

  9. Actions • Set up interface with Kelvin Coleman/LOSWG for RLTC-related requirements • Continue ITAR activities
