  3. Funding Source • Office of Environmental Services is funded directly through grants. • Current and past grants: • General Assistance Program • Clean Water Act 106 • Clean Air Act 103 • Solid Waste • ARRA

  4. Funding Source • American Reinvestment Recovery Act • Quick application process • 3 year grant timeframe • Personnel turnover • Deliverables included: • Energy Conservation Plan • Recycling Program • Weatherization/Energy Audit Program

  5. Grant Issues • Initial grant modification requested by DOE • Took almost a year to complete • Limitations: • Quick submission and personnel experience OES not able to complete NEPA forms on time

  6. Training • Attended a two week course on home energy audits in Manhattan, Kansas • Training Consisted of: • Blower Door • Infrared Camera • Duct Blaster • REM Software • Testing home(s)/Mobile home • Staff also visited with local tribes with similar programs to observe process.

Equipment • Equipment purchased: • Minneapolis Blower Door/Duct Blaster • Flir Infrared Camera • Kestrel 3000 Pocket Weather station • Digital Distance tape meter • Ladder • Flashlight • Field Guides • Digital Camera • Tape Measure/Ruler • Smoke Puffer • Drill and Zip Ties • Carbon Monoxide Meter • Software • Due to grant modification delay, purchase of equipment was also delayed. • Some training was lost!!!

  8. Program Development • Outreach • Brochures • Annual Health Fair • Newspaper Articles • Program consisted of the audit along with a package to assist the home owner with building tightness i.e. caulking, weather stripping, outlet covers, and CFC light bulbs.

  9. Audits • Test sites to gather more experience with equipment • Scheduling • Equipment preparation • Use a checklist • Make sure equipment is charged
