APPENDIX 1 : Financial Report • The total expenditure for Jan - Mar, 10 was $12,900 as follows: • For salaries: $7,020 - this covered a Program Manager,1 secretary 2 Agriculture staff, 2 Primary Health Care staff, 4 guards, 2 Education staff, 2 Water Policy staffs, and 14 Development Agents in the villages. • 2. Transport: $530.82 to cover motorbikes and a car. • For administration: $1827.62to cover telephone, internet and e-mail, cable TV, support students, photocopies, and miscellaneous. • The Monthly Allowance for the Dance Program sponsored by NKFC France is $800. The expenses are $2400.

APPENDIX 3: GUIDELINES ON HOW NKFC WORKS • A new system has been put in place to ensure the efficiency of our work and to monitor a methodical progression of all our programmes covering the 2,498 families. NKFC staff undertaken at the initiative of the Chairman, a detailed mapping of each of the 14 villages, recording all the buildings, NKFC or others (wells, latrines, houses, schools, home garden, fish pond, etc). The villages are divided in group of houses (indicated in the maps) for a logical progression of all our programmes. • All the houses received an NKFC plaque with a number allocated baring the name of the family and the number of occupants. Each of all the 2.498 families has their details, history and participation with any of the NKFC programmes recorded in the NKFC Family book baring the number of their houses. With the support of these books we control an accurate census and development of each village. All NKFC staffs, as part of their daily task, while on the ground working with the villagers on their relevant programme, are systematically recording any new information that they transfer every Friday in the relevant Family books, in our office in Siem Reap. All materials and goods received by NKFC as well as training is recorded. • As NKFC Programmes are interlinked, all the staffs are working hand in hand, reporting and keeping an eye on other programmes, while working on their own programme in the village. • The weekly staff meeting is every Friday afternoon in NKFC office. Each Team reports verbally their works, submits the written weekly report, the receipts of their expenses, the plan of the week to come and requests the fund needed, to the Programme Manager. During the report the map of the village where they worked are hanged so that everyone can follow and visualise the progression of the work as well as memorise the logistic of the villages and the family groups. • The planning of their work is based on the Yearly Work Plan. The Manager has to approve the changes, if any, as the programme progress. • The Programme Manager helps to organise or re-organise the Programmes, listen, give suggestion and solution. He hands out the necessary approved funds. He then translates and summarises the weekly report to send to the Chairman along with the Weekly Tasks and record all entries of the expenses in the Monthly Expenses Report. Each of our staff are considered as a Programme, they travels in two on a motorbike to the villages covering at least 80km per day.

  4. A.3.1 How Agriculture works. NKFC Agricultural team’s responsibilities are to encourage all the families to have a home garden for their own consumption and to motivate farmers to work their land with selected cash crops which they can supply to the restaurants and hotels in the burgeoning tourist industry. Most fruits, vegetables and flowers are imported from neighbouring Thailand and Vietnam. The model families and contact farmers selected have to fulfil the following conditions: 1. Keen in planting 2. Having land to plant vegetables for a whole-year. 3. Having enough force labour at home 4. Having water resources 5. Making fence for home garden 6. Digging a compost hole. The selected families are enrolled in a group for a demonstration, education and training course which take place in each of their villages. NKFC Agriculture Team supervises and monitors the practice in each of the home gardens and provides additional teaching techniques. NKFC distributes seeds, rice paddy, ginger or fruit trees to the villagers of the 13 villages on completion of their education and training. Prior to receiving the seeds and fruit trees, they have to prepare the land and supply the necessary materials to build a fence to protect the crops from the animals. We encourage every family to join the programme so that they could receive the basic knowledge of agriculture and some seeds to start them off. NKFC trained and set up a basic Vet for each village; the NKFC Team is controlling that all the animals are vaccinated and that the VETS are educating the villagers on the danger of Bird Flu and other animals related diseases. NKFC Team is encouraging and educating villagers on how to build maintain a fish pond and supply some (baby fishes).
