Introduction • In 2008, the financial crisis extended to the rest of the world, causing global recessions and unemployment. • To revive the economy, the priorities include seeking ways to soften the negative impacts of the financial crisis in the transport sector, paving the way for future prosperity through institutional reform, and building sustainable infrastructure that will improve our people’s quality of life. 2

Building Comprehensive Sea and Air Port Cities • Promoting international transportation and enhancing connections to the world • Firmly establish international positions in sea and air freight and strengthen the services provided to operators • Use cross-strait traffic opportunities to take full advantage of Chinese Taipei’s geographic location • Strengthening sea/air port functions and integrating transportation • Prioritize developments of transportation and related logistic services • Improve the integration of transportation networks serving air/sea ports • Collaborate with local governments to develop “air cities”, port hinterlands, and land areas around High Speed Rail stations.

Completing a Fast & Convenient Transportation Network • Developing a railway-based intercity transportation system • Develop an integrated transportation system that is connected by the High Speed Rail system and related intercity public transportation service • Conventional railways grade-separations in northern, central and southern parts of Chinese Taipei. • Continue to construct MRTs in 3 major Metropolitan areas • Building a complete and highly functional highway transportation network • Continue to construct a comprehensive expressway network • Maximize the highway network’s efficiency through Intelligent Transportation System (ITS) deployments

Developing a Sustainable, Seamless Green Transportation System Railway Highway Shuttle bus or bike • construction of public transportation and a environmentally friendly transportation system according to area needs • Encourage cooperation among the regional centers and promote balanced development of different areas. • Establish a local monitoring indicator for public transportation usage rate to guide future developments. • Integrate, construct, and develop sustainable public transportation systems in accordance to each area’s condition and urban functions. • Provide an integrated “seamless” public transportation system that is user friendly. • Extend user friendly transportation services to local scenic spots

Developing a Sustainable, Seamless Green Transportation System • Taking advantage of information and communication capability to improve the future quality of life • Reinforce information infrastructure in remote areas and reduce communication disadvantages • Construct an overall Intelligent Transportation System (ITS) • Execute a comprehensive ITS plan • Establish advanced traffic management and traveler information systems • Establish advanced traffic management system for the expressway network • Establish advanced public transportation system 11

Conclusions • An efficient, convenient and sustainable transportation system is a key element to any plans for future economic prosperity. • As part of our program for economic revitalization, we have embarked on a comprehensive transportation investment plan for Chinese Taipei, that covers both urban and intercity transportation. • We have budget a further NT$500 billion in the next 4 years to expand and speed up the promotion of public construction( 50% in the transportation sector), and we expect to create 180,000 more job opportunities through such expenditures. • Furthermore, the comprehensive transportation investment plan will contribute an 0.68% increase in GDP in 2009, with continued positive effects well into the future.
