Successor of the Stability Pact – Regional Co-operation Council • Belgrade Regional Table Meeting May 2006 – agreement on creation of RCC • RCC members will consist of SEECP countries, UNMIK Kosovo, EU (incl European Commission) bilateral donors and international organisations engaged in SEE • Role to monitor and facilitate regional co-operation processes in SEE - initial priority areas identified • Support to the SEECP (political umbrella)

  3. SP vs RCC • SP role that of catalyst/incubator for regional co-operation processes • RCC will provide a strong co-ordination & monitoring mechanism for strengthened initiatives – political troubleshooting • Enhanced regional ownership not only at overall level but also essential for individual taskforces • Ensure that remaining initiatives are self sustainable

  4. Agreed Priority Areas • Economic and Social Development • Infrastructure • Justice and Home Affairs • Security co-operation • Building Human Capital • Parliamentary Co-operation (over-arching theme)

  5. Status of Taskforces • Closed - mission accomplished - e.g. media • Self sufficient - transferred to international body (environment to REC/ReREP, energy secretariat to EC, HUMI to UNHABITAT) or transfer to regional body (CEFTA, SEETO) • Relationship with RCC

  6. RCC Structures • RCC Secretariat – Sarajevo • Secretary General – Hido Biščević • Technical experts • Liaison office in Brussels • RCC Board • Regional Co-operation Council (all countries and organisations actively involved in regional co-operation in SEE)

  7. RCC Timelines and Current Status • Agreement on RCC Statute – May 2007 • Secretary General appointed – May 2007 at RT & SEECP Summit • Host country for Secretariat - decision – May 2007 at RT and SEECP Summit • RCC build-up September 2007 – February 2008 (legal status, staff recruitment, financial procedures) • RCC formally commences operations end February 2008 • Stability Pact closes
