  1. ESAP Cost-effectiveness Household Typology Subcommittee Current ESA CE Reporting Cost-effectiveness reported for each test as • one program-wide number • In annual reports, and applications (every 3 years) • 70-150 individual measure-level numbers (typically anywhere from 70 – 150 measures depending on whether they are disaggregated by housing type and CZ – For non-weather- sensitive measures, either approach has been used) • In applications

  2. ESAP Cost-effectiveness Household Typology Subcommittee What Does Current ESA CE Reporting Tell Us? • Individual measure-level CE can be informally grouped together to get an idea of how cost-effective it is for ESA to serve a particular dwelling type or region. • Without knowing the number of measures installed for a certain time period, it is difficult to tell from the cost-effectiveness reporting how the individual measure-level CE contributes to program-level CE. • However, spending levels and numbers of installations are available in separate tables in annual reports.

  3. ESAP Cost-effectiveness Household Typology Subcommittee Proposal for Additional CE Reporting Provide cost-effectiveness outcomes for parts of the program, defined primarily by • dwelling type • climate characteristics Additional parameters that may be useful to define groupings • Fuel impacted • Weather-sensitive, non-weather-sensitive measures • Type of fuel used for heating the dwelling

  4. ESAP Cost-effectiveness Household Typology Subcommittee Possible Climate Areas

  5. ESAP Cost-effectiveness Household Typology Subcommittee PURPOSE OF ADDITIONAL REPORTING • Shine light on how CE from different parts of program contributes to overall program CE • Provide information to those interested in particular dwelling types or regions • More clearly display how inputs to CE affect overall results • Highlight areas that may require program design changes • Other ideas?
