  9. Training • Ovals • Reub Hudson - this is NCCKs oval, not a Harlequins oval. NCCKs permit us to use Reub Hudson when they are not training/playing on the proviso we keep away from the goal area closest to the car park. Please make sure parents/kids are aware that they should be converging on Denzil Joyce, not Reub Hudson if NCCKs are training. • Denzil Joyce – HHRC oval • Old Reub Hudson – Soccer Oval. HHRC have training privileges Tuesdays, Wednesdays and occassionaly some weekends (eg. Gala Day, Minis Home Games) as agreed during the season • Scrum Machine – • Should only be handled and moved by adults. • Please ensure the boys are kept away from the machine when removing and putting back into cage • Padlock code • Tyres also available for strength work • Please use caution when using these facilities • Please be vigilant and keep children off the structure 9

General Assistant Referees • We must supply a qualified touch judge to ALL Under 10 and above matches in order to gain a bonus point from Round 5 onwards. • Members who have undertaken a Referee Course will be eligible • All assistant referees must state their MRA number on the sign on sheet to be eligible. Coaches • All coaches MUST be Smart Rugby accredited before 31 May. Penalties include loss of competition points could result • Coaching Courses – The schedule for available courses is available via link www.rugby.com.au/nswcourses • Fees will be re-imbursed on successful completion of the course • All Club Officials must be registered into Buddha and have signed the ARU Rego form prior to game day • Working With Children Checks – all volunteers each year. Field Setup • All grounds are to be dressed in accordance with the Laws of the Game and the Competition Rules • Expectation of Behaviour signs must be visible at all times at every ground • Home Teams are to ensure that dangerous objects such as in-ground watering systems are filled in with sand or soil • Home Teams are to ensure ropes or barriers are erected a minimum of 5 metres back from the touch-line • Any complaint that there is a part of the ground which is not safe shall be determined by the Referee • Referees have the ability to Abandon the Match if they feel that the playing surface is not safe. 13

Signing on Process • Each Clubis to print out their Sign-on Sheet and take it to the Match • Each Team signs their respective sheet in front of the opposition, whilst checking the teams PHOTO SHEET. Teams then swap their Sign-on Sheet with the opposition • Both Teams then tick their players off on the opponent’s sheet • At the end of the Match, the Referee, Assistant Referees and Ground Marshals PRINT their name on both sheets and the Managers cross check the infringements & result before signing the sheet. Ideally this is done together so that the records are accurate 5. Failure to bring a Sign-on Sheet to the ground may render the Match a Forfeit by review of the Competition Manager. In this instance, the Match will always be played with outcomes to be decided by SJRU Administration through the following week 15

Match Results & Games Played • Both Teams individually record the match score, yellow cards, red cards, serious injuries, Assistant Referee MRA numbers, uncontested scrums, ground set up etc. • Rochelle will upload the Match Result via Buddha by 12middayon the first business day after the match – financial penalties will be imposed for late entries • Once the sign-on sheet has been signed by a Team Official then the Teams surrender the right to appeal over any signing-on irregularities. • Both Teams are to forward via email the completed Sign-on Sheet to the SJRU administration, copying Rochelle in by no later than 12 midday on the first business day following the Match. Teams are asked to retain copies of their Sign-on Sheets – financial penalties will be imposed for late submission 16

Deferment of a Match • Notice of deferment must be signed and dated by the Club President, and provided to the Competition Manager by 9:00am the Monday in the week prior to the original scheduled Match • Any Deferment Form received after the Lodgement Date may result in approval being denied • The Match may be deferred only by agreement with the opposing Team. Requests may be denied in which case the original match will stand • If neither Team can come to an agreement then the Match will be played at the original time or forfeited by the Team who originally requested the deferment • All deferments need to be played within 21 days or the original match • Games deferred in the first 4 rounds HAVE to be played prior to Round 4 otherwise it will be a 0-0 result (Sunday Comp only) 17

The Ground Marshal Card Process (GMC) • All teams must have an appointed Ground Marshal for both Home and Away Games - to be easily identified by referee – must wear fluoro vest - crowd control – keep natives under control - patrol inside boundary rope, both sides - must not coach • GMC Process - To alert the Ground Marshal to an off-field problem that he or she may not have seen • Transfers responsibility for an off-field problem to the Ground Marshals (and therefore the Clubs) and takes the referee out of the equation • The GMC is not a device to be used to solve an on-field problems • Referees are being asked to apply common sense in all circumstances • The GMC process will be initiated by a referee when any participant in the Match is receiving an unacceptable level of abuse from off the field • At the next stoppage of play the referee will: • Mark the stoppage position • Move to the centre of the field and hold up the GMC (Black Card) • Both HOME & AWAY Ground Marshals are to make their way to the Referee as quickly as possible • Referee to brief the Ground Marshals as to the problem and ask them to act on the issue • Immediately restart play, sparing no time waiting for the Ground Marshals to act 18

The Ground Marshal Card Process (Continued) Definition of Abuse • Any action directed at an individual, before, during or after a match, which would be considered unacceptable behaviour as outlined in the Australian Rugby Union Code of Conduct. • This includes abusive, threatening or intimidating language, unnecessary obvious dissension, displeasure or disapproval directed at match officials, crude or abusive gestures, and any action or conduct which impairs public confidencein the honest and orderly conduct of matches and competitions. • Abandoning the Game • If the Ground Marshals are unable to solve the problem outlined and it is obvious to the Ground Marshal and/ or the referee that it is unsafe to continue the Match, the referee has the ability to abandon the Match as allowed within the Laws of the Game • This is to be done by again showing the GMC and blowing “no-game”. Fairly extreme conditions will have to exist for this decision to be taken 19

Club Policies • Refer Club Website • Equal Playing Time • The policy is seen as a critical plank in achieving our key objectives and is non-negotiable • We need to select forwards and backs in the right numbers to help equal playing time • Coaches need to plan substitutions and ensure equal time on field across a game or group of games (max 3) • Semi-finals and finals - Players must get meaningful game time • The communication to parents around players coming off is essential so they understand the policy and why it is in place • All players must have playing time in finals • Common Sense Approach • Awards • George Smith (Best & Fairest) – 3,2,1 points to be awarded each week • Most Improved • Team Player • Registration Payments • Player will be ineligible to play after Round 4 if registration fees remain unpaid – unless approved by the Committee 20

Injury Management • Australian Rugby Union Medical & Safety Recommendations • Loaded on Website • Copy located in Canteen • Covers Spinal Injuries, Concussion, Fractures/Dislocations, Bleeding, Soft Tissue injuries, Teeth, MayDay call requirements/procedures • Suspected Spinal Injury • Call Ambulance • Do Not Move The Player • Do Not Apply Cervical Collar (unless specifically trained to do so) • Follow Serious Injury Protocol – Serious Injury Hotline (1800 036 156) • Concussion Guidelines • A brain injury caused by either direct or indirect forces to the head • Loss of consciousness is not a requirement for diagnosing concussion – less 15% of concussion cases result in loss of consciousness • ARU recommends minimum rest periods 15yrs and under - 2 weeks. Over 16 – 1 week. • MayDay Call • Covered by SmartRugby • Ensure all teams are properly instructed and trained in correct procedures 21

Making an Insurance Claim What is a Serious Injury? • “Any Head or Neck Injurythat results in a player being treated at an emergency department, hospital or after hours medical centre • OR • “Any injury that results in the ADMISSION of a player into Hospital” • MUST Complete a Serious Injury Report Form within 48 hours to ARU and SJRU – form located on-line • www.rugby.com.au/seriousinjury • Contact Rochelle in all such instances How to Make a Claim Obtain a Claim form from Gow-Gates or visit www.gowgatessport.com.au/rugby Player is to fully complete form then pass back to club secretary Club secretary to verify details Send completed form to QBE within 30 days from the date of injury 22
