  3. OBJECTIVES TO IDENTIFY WHAT ? CONTENTS/PRODUCTS/ SERVICES TO CONSULT WHOM ? USERS WHY DO WE NEED TO PERFORM THIS? • IN VIEW OF THE CURRENT AND EMERGING NEEDS OF USERS TO REVIEW AND BE MORE FLEXIBLE IN THE OUPUT OF PRODUCT RANGE & SERVICES • TO CHECK THE DATA RELEVANCE, QUALITY, COST AND TIMELINESS OF DELIVERY (IE . SATISFACTION OF USER NEEDS) • BUDGET APPROVAL FROM THE GOVERNMENT

NEEDS AT ALL LEVELS OF CENSUS OPERATIONS/ACTIVITIES DATA • Check the products/services of the previous Census to gauge the relevance to the current needs • Type of data request – how specialised or a broad spectrum • Need trained manpower • Softwear ehancement TECHNICAL SUPPORT & SOFTWEAR SERVICE DELIVERY • Publicity • Range of media (publications/CD-ROM & table formats; web-site) • Presentation and value added (format/maps/graphs/table analysis) • Timeliness & Cost

INTER- AGENCY TECHNICAL USERS • STANDARDIZATION OF CODES & CLASSIFICATIONS TO CATER FOR SHARING OF DATA • - codes& classification on Urban/Rural; Occupation ; Education; Disability & Industry C D • TECHNOLOGY ENHANCEMENT • IN TERMS OF MANPOWER AND SKILL DEVELOPMENT - GIS (Upgrade in Digital soft wear and products enhancement). - Training enhancement at University Technology Malaysia, University Technology Mara and Dept. of Survey & Mapping • Introduction of data capturing through Intelligent Character Recognition (ICR) for the first time • Tabulation – speedminer • NEWSS – DEVELOPMENT OF DATA REPOSITORY

  11. E • CENSUS APPROACHES - 2 TYPES • FACE TO FACE • SELF – ENUMERATION • – DROP UP AND PICK UP • – ON LINE (e- CENSUS) Ist time ; 2 Pre-tests conducted to rectify problems . Trial Census checking on content , flow and language. Feedbacks received changes were carried out.

Questionnaire • After several rounds of identifications, consultation and feedbacks of the current needs of data type the questions were considered • Based on 2000 questions • Added on : (Housing – no. of storey; Income ( range); Computer • literacy Involvement in Agriculture and mode of • transportation to work) • Deleted off : (Year of construction) • Questionnaire divided into 4 sections (TOTAL OF 51 Questions) • A : ADDRESS (1) B: LIVING QUARTE RS (11) • C : HOUSEHOLD PARTICULARS (9) D: PERSON PARTICULARS (30) • DESIGN • 12 PAGES CATERING FOR 5 PERSONS INFORMATION

Method of Processing • ICR – First time for the Population Census Scanning of questionnaire is being done (Certain considerations had to be observed as to the type paper, accuracy of layout where margin boundary was specified and type of pen used) • 7 processing centres • Quality assurance (Various standard checks being done)

Tabulations • Basic essential tabulations (immediate use as an input guide • to drafting policies) • Recommended tables ( UN Manual) • Additional Tables – Depending to the needs of economic/social • development and request by data users • Creation of sub data base files – single mothers, household type etc. • Creation of a central repository data base – collaborating and integration with other agencies • Census meta-data • vii. Schedules releases of report on web site

  15. CHALLENGES • With respondents wanting more privacy, the online method of filling the forms was introduce. • ii. Gated communities in urban areas several attempts were made by the enumerators to obtain results. • The users need more and more qualified, timely and easily to get statistics. • iv. Enlarging the means of data collection – using digital records of administration and commerce.
