Capacity Building for Sustainable Public Procurement in Developing Countries (UNEP 2010) • Supported by the European Commission, Switzerland, the Organization of Francophone countries - and implemented by UNEP. • Seven pilot countries: Mauritius, Tunisia, Costa Rica, Colombia, Uruguay, Chile and Lebanon. • Every country conformed a technical team with public entities, academia, science and technology centers.

  4. Main results (2010) • Each public entity incorporates environmental or social criteria in its procurement requirements, but not in a structured or integrated way • It is necessary to implement a formal training on sustainability aspects for the procurement personnel not only on legal framework • Each public entity manages independently its procurement plans and processes. • First goods & services priorization • Coffe • Paper • Lighting • Graphic printing

  5. LOCAL PILOT PROJECT 2011 - MAIN RESULTS - Legal framework for SPP leaves open the possibility to include sustainability criteria in the State´s acquisitions. • Graphic printing • Transport • Accomodations (Hotels) • Mining material • Paper • Cleaning products

A PILOT PROJECT IN THREE NATIONAL ENTITIES • Ministry of Environment and Sustainable Development (MADS), • Ministry of Commerce, Industry and Tourism (MCIT), • National Learning Service (SENA) • Capacity building and technical assessment in SPP • Collective workshops with public entities and the suppliers of those 16 goods and services (to train and validate criteria).
