  1. Urban Survey Scope and Methodology RAAGand NCPRI April 2008

  2. Sampling • 10 +1 states (Same as rural survey + Delhi). In each state we will study PA’s and applicants in : • State headquarters • 4 districts per state = 40 districts (minus Delhi) • In each state headquarter and district, we will study: • 5 PA’s at the state level • 5 PA’s at the district level • 30 Applicants per district HQ ( 10 second appellants + 20 applicants) + 500 applicants/appellants per state HQ) • 10 Central Government PA’s will also be studied. 3 central government PA’s will be traced all the way down to each of the state HQ

Sampling Total PAs Sample: 10 Central PA’s at Delhi + 3 central PAs at each state HQ level = 10 + 10x3 = 40 5 state PAs for each of 11 states = 55 PAs 5 state PAs in each of 40 districts = 200 PA s • TOTAL = 295 PAs Applicants/appellants: 30 x 40 districts= 1200; 500 x 11 state HQ = 5500 • Total 6700 applicants/appellants

Sampling • In addition, at each state headquarter, we will survey three competent authorities: • High courts • Legislative assemblies • State RTI nodal departments • Also, the GoI DoPT • At Delhi, also the DoPT of the GOI • Information commissions • Total Sample: 11 High courts, 11 Legislative Assemblies, 11 State nodal Depts. 11 SICs + 1 CIC = 45

  5. Methodology PAs, Competent Authorities, ICs • File RTI requests to access records and other study related information • Inspection/copy of records • Inspection of premises • Interview PIO/ First Appellate • File an application personally – during visit or earlier – to record process of filing

  6. Methodology Applicants/ appellants: • Applicant lists procured from Districts/PAs/ ICs • Randomly select sample for interviews • Track applicants • Administer questionnaire • Kiosks?
