  4. Global Program and Project Development • Each new opportunity, whether sought strategically or presented through the university requires evaluation and assessment. The following items should be considered in the recommendation process: • Establish contacts; identify key decision-makers • Conduct preliminary due diligence • Perform initial assessment of the potential programs and projects in terms of costs/benefits • Report back to Dean for permission to pursue • Dean and/or Director perform physical due diligence • Steps 2 and 3 conducted at a deeper more detailed level • Engagement with appropriate areas for advice, support, and resource allocation is conducted (e.g. Departments, Schools, Finance, Services, Marketing, IT, third party service providers, etc.) • Gather facts, figures and information into coherent, high-level plan • Seek authoritative approval (if required from University) • Prepare timeline for execution of plan by identifying specific deliverables; develop budget • Approval by Dean • Assign single points of contact for each entity/partner (be flexible) • Director leads project with assistance from local points of contact and assigned faculty • Program assessed upon completion by participants with feedback to Dean and Director GLOBAL PREPAREDNESS

Global University Partnerships and Protocols • Protocol: • Agreements made at the dean level or higher. • Dean and Director visit to meet with administration, faculty, and international staff required prior to entering into an agreement. • Tour campus facilities, local area, review accommodations and potential activities, visits • to businesses. • Determine quality of programs & faculty • Determine degree of compatibility between Schools/Universities • Determine level of consulting project development • Determine level of interest in faculty exchanges • Determine level of interest in joint classes • Determine level of interest in joint research projects • Determine level of interest in certificate, dual-degree and/or joint degree programs GLOBAL PREPAREDNESS
