Introductions and Overview • PHMSA provided the requirements for reporting the information collected in Parts D, E, and F on the Annual Report Form in the DIMP proposed rule and final rule. • General reporting requirements for performance measures and EFV known since Final Rule in 2009- due soon! (3/15/2011) • Mechanical fitting failures reporting starting now, due 3/15/2012, recognizing that quality of data would be impacted if we required it sooner (more on these topics coming up)

Key DIMP Implementation Dates • Final Rule Publish - Dec. 4, 2009 • Effective Date of DIMP Rule - Feb. 12, 2010 • Develop and Implement Plan - Aug. 2, 2011 • Submit Gas Distribution Annual Report • Performance Measures & EFVs Installed • 2010 Submission Due March 15, 2011 • Mechanical Fitting Failures Reporting • Data Collection Start Date - Jan. 1, 2011 • 2011 Submissions Due - March 15, 2012

  14. Mechanical Fitting Failure Report Form (F-7100.1-2) • - Separated from Gas Distr. Annual Report • - Collection begins 2011 calendar year • Reporting due 2012 • Final Rule - Mechanical Fitting Failure Reporting Requirements to publish soon.

  15. Reporting Mechanical Fitting Failures • Include nut follower, bolted, and stab mechanical fittings. All materials and as the result of any cause.

How to Submit Reports • All operators or their agents will have to register through the PHMSA portal via the ODES site http://opsweb.phmsa.dot.gov • You will need to know your OPID and ODES PIN to register in the Portal • If you do not have an OPID and PIN or you cannot remember it, please go to http://opsweb.phmsa.dot.gov • The PHMSA Portal will be used to access all 2010 Annual Report forms and the Mechanical Fitting Failure Form. • Click on “create account”

Registering Through the PHMSA Portal • Users will need to enter their name, physical mailing address, phone number, email address, whether they are an employee or agent, and then create a user id • Then to associate your name to an operator, the OPID and most current ODES PIN must be entered. Once the combination matches, your userid will allow you to submit reports for that Operator ID. • This process will be repeated to associate addition OPIDs to your account.

  19. Logging into the PHMSA Portal • Users will receive an email with their userid and temporary password immediately upon registering • Users will enter their userid and temporary password to enter the portal; then user will be immediately prompted to change their password.

  20. Logging Into the Portal continued • After successfully logging in, you will be asked to accept a disclaimer regarding accessing a US Government system. • Click “Yes, I accept”

  21. Logging Into the Portal continued • If you have multiple OPIDs associated with your account, you will be asked to select the OPID you would like to view/submit reports for at that time.

  22. Report History Once you log in, you will be on the “Report History” page. This will display the reports, 2010 Gas Distribution Annual Report(s) or Mechanical Fitting Failure(s), that have been submitted to date. Reports can be exported as Excel or a PDF

  23. Viewing Reports To view any 2010 Gas Distribution Annual Report(s) or Mechanical Fitting Failure(s) that have been saved or submitted, expand “View Reports” (by clicking on the “+”)

Creating Reports To create a 2010 Gas Distribution Annual Report or Mechanical Fitting Failure Report expand “Create Reports” (by clicking on the “+”), then select the report you would like to create. Note: Annual Reports expands to list all system types. The only option that will work at this time is Gas Distribution

  25. Creating Reports Continued The Annual Reports option expands to list all system types. The only option that will work at this time is Gas Distribution. If you need to submit a Transmission Annual Report that option will be available at the beginning of May.

Creating a Gas Distribution Annual Report In an effort to reduce the reporting burden, the 2010 Gas Distribution Annual Report can be pre-populated with data submitted on the latest 2009 annual report, by selecting option “Create New Report - with data import” and Selecting the applicable State

  27. Creating a Gas Distribution Annual Report Continued Report will be completed using the Turbo Tax approach, meaning the system will ask questions that complete the form, section by section. Data quality checks will be built in and enforced prior to submission. If information is unknown, a user can Save a draft to complete at another time.

FAQs • URL: https://portal.phmsa.dot.gov/pipeline • System should be available to complete Gas Distribution Annual Reports and Mechanical Fitting Failures starting on Jan 24, 2011. • Unless you have received an exception from PHMSA, to report via paper, all reports MUST be submitted online per the One Rule. • All 2010 Annual Reports and Mechanical Fitting Failures will be submitted through the PHMSA Portal. All other forms incident/accident and 2009 and prior Annual Reports will still be submitted using OPID and ODES PIN in via the ODES application
