  1. What’s Hot: Some Recent Policy Developments Affecting Public Health Presented by David Hunter Professor of Health Policy & Management 13th March 2014

  2. Key Reports (1) February 2014 • 2 House of Commons Health Committee reports: • Public expenditure on health and social care • Public Health England

  3. Report 1 • The role of HWBs needs to develop to allow them to become effective commissioners of joined-up health and care services. • Report 2 • PHE was created by Parliament to provide a fearless and independent national voice for public health in England. [The Committee] does not believe that this voice has yet been sufficiently clearly heard.

  4. Key Reports (2) February 2014 • 2 Local Government Association reports: • Public health transformation 9 months on • Need to know review: What local government needs to know about public health

  5. LGA and PHE Report – Key Message • Local authorities now have  an opportunity to develop their identity as public health organisations • Public health initiatives should be regarded as an investment in the social and economic wellbeing of the local area   • Local research is extremely helpful for local prioritisation • District councils are important allies for public health in two-tier areas • Local government can influence health improvements at the national level by lobbying based on local knowledge

  6. Key Reports (3) February 2014 • Independent Commission on Whole Person Care (Oldham) for the Labour Party • We view HWBs as a vehicle for collective system leadership for whole person care…We would place HWBs at the centre of the commissioning process for people with LTCs.

  7. Key Emerging Themes • Health & Wellbeing Boards: support for system leadership and commissioning role • Need for greater independence on part of PHE and a stronger advocacy role • Resources for strengthening the evidence and knowledge base in local government

  8. The New Public Health System at Nearly One • What are your reflections and wishes as the new system approaches its first birthday? • http://fuseopenscienceblog.blogspot.co.uk/2014/03/the-new-public-health-system-at-nearly.html

  9. My Big Issues • Place-based budgeting: unsustainable • Role of HWBs: managing unrealistic expectations • Role of PHE: work to be done to give it a clear identity • Changing nature of workforce: new skills and capacities needed
