E-Cohesion Policy: what is it about? • Technical side: - Digitization of a relationship between administrations and beneficiaries (applicants at a later stage) • Putting in place and/or enhancing electronic portals • Suppression of parallel paper flows • No Technical requirements in EU draft Regulation • Political side: • “Practising what we preach”: Implementation of e-government services/ Digital agenda in Cohesion policy management: • Capacity building, not obligation at EU level for beneficiaries to use • Reduction of Administrative Burden for beneficiaries

  3. MAIN ARTICLE ON E-COHESION PART THREE: GENERAL PROVISIONS APPLICABLE TO ERDF, ESF AND CF Management and control systems Article 112Responsibilities of Member States (…) 3. Member States shall ensure that no later than 31 December 2014all exchanges of information between beneficiaries and managing authorities, certifying authorities, audit authorities and intermediate bodies can be carried out solely by means of electronic data exchange systems. The systems shall facilitate interoperability with national and Union frameworks and allow for the beneficiaries to submit all information referred to in the first sub-paragraph only once. The Commission shall adopt, by means of implementing acts, detailed rules concerning the exchanges of information (…) Applicable to ETC !

  4. Challenges • Not technical challenges… • … but some ETC programmes could face others at : • Political level, • Organisational level, • Legal level, • Financial level, • … and even semantic level at national/regional level Risk of an “electronization of bureaucracy” …or worse!
