  2. Methodology • EECCA indicators are based on the UNECE Guidelines on use of environmental indicators in EECCA countries • Aims: • Test the Guidelines • Provide feedback in order to improve the guidelines

  3. Data • Data for constructing the indicators come from international sources • CIS stat • World Bank • FAO stat • UNEP Ozone Secretariat • IEA • Etc.

List of indicators • Consumption of ozone-depleting substances (No 3) • Water abstraction (total water abstraction and water exploitation index ) (No.8) • Household water use per capita (No. 9) • Water losses (No.10) • Reuse and recycling of freshwater (No. 11) • Non-treated wastewater (No. 16) • Passenger transport demand (No. 29) • Freight transport demand (No. 30) • Final energy consumption (No. 25) • Total energy consumption (No. 26) • Energy intensity (No. 27) • Renewable energy consumption (No. 28) • Fertilizer consumption (No. 23) • Protected areas (No. 17) • Forest and other wooded land (No. 18)

Verification of data and assesments • Verified by national statistics • National statistical books • Regional workshops • Direct contact with national experts during the preparation and the online consultation phases • GAP fillings: other sources, estimations where not possible • Assessments are verified by the national experts via on-line consultations, international experts via UNEP network and by the EEA thematic officers dealing with the preparation of the Belgrade report to ensure the consistency with the Belgrade report messages

EECCA Indicators Contents/Structure Are ozone-depleting substances being phased out according to the agreed schedule? • What is the key Policy question addressed? • What key Message(s) are derived/explained? • Overall Assessment of each of ~15 indicators. • Methodology & References for each indicator. • The Policy context/link for each indicator. • Link to Definition and Rationale in UNECE’s Indicator Guidelines document.

  8. Lessons learned, Methodology (1) • Not always possible to follow the UNECE Guidelines due to the lack of data • Example private car pass-km • Data on the pipelines

Lessons learned (2), Data availability • Data in international sources is not always up to date • Due to the differences in data sources the figures might be different from the Belgrade report, but the trends are similar • There is a need to organise a continuous data flow in order to ensure representation of all the countries in the assessment • There is a need for improving the national reporting practices to the international bodies as well as there is a need to harmonise methodologies for data collection

Lessons learned (3), Regional policy context • Assessment of policies at the regional level is difficult at the moment • Use conventions • Use EECCA strategy – no targets • Use of Central European strategies in water and energy – no target • Online consultations have a low rate of response… reasons???

  12. What are the outcomes? • Produced 12 common EEA CSIs for West Balkan countries • Compendium with produced EECCA indicators

  13. Why fact sheet and compendium? Short-term • Communicating the results to general public • Testing reliability of data Long-term • Strengthening regional cooperation • Follow-up actions

  16. What are the selection criteria? • Realistic selection (reliable data and time series without gaps) • Further improvement under the present activity

  17. What are the main challenges? • Data (data reliability) • Used methodology

  18. How do we overcome them? • Comparison with international data sources • Country clarifications • Statistical gap filling • Excluding indicators based on poor data/methodology

  19. What is the process of commenting by countries? • Continuous consultations throughout the production process • New data and information collection
