  2. Introduction: Origin and Evolution of the ACCV • The Valencian Government is one of the 17 autonomous regional goverments that exist in Spain. They are all self governing and independent from the national government in many areas. • In 1999, the Valencian Government implemented Strategic Plans to accelerate the introduction of new Information Technologies in Valencia Society. • In this context, a new project called e-firmaGV was started in 2000. The project was to create a Public Key Infraestructure able to issue Digital Signature to the administration itself and also to the general public. • In 2005, the ACCV was formally constituted as the Certification Services Provider of the Valencian Community. The ACCV is juridically independent and has a total control and authority over its operation to achieve its goals. • Today, the ACCV is considered the most utilized regional Certification Services Provider in Spain.

Certification Service Catalogue • Registry Service to verify the identity of users in person at User Registry Points (URP) • Certificate Issuing Service • for citizens (smartcards and software format) • for corporation, with or without legal entity • for logging onto Microsoft Windows environments • for secure web servers • for signing code • for software applications • for VPN servers

Certification Service Catalogue (ii) • Validation Service to provide status updates for digital certificates: • Generation of Certificate Revocation Lists (CRL) • Online Certificate Status Protocol (OCSP) • Web services to provide higher flexibility and value-added services (for instance, DS integrity checking, certificate parcing) • Validation of DS issued by third parties which provides and garantees interoperability with other Certification Service Providers

User Registry Point (URP) • URP: the place where the registry process is carried out and the DS given to the user. • Trained and authorized staff • XRAO: Own web application to process and manage DS in a geographical distributed way With URPs, the ACCV fulfils the following goals: • Issues DS in accordance with the current Spanish Digital Signature Law.Users must turn up in person at a place where registration is performed by authorizated staff • In contrast to other Certification Authorities, DS is always issued in the presence of the user and is provided inmediately • A widespread geographical network of URPs to get the highest availability and proximity to the final user

National Applications with ACCV Digital Signature • Validation Service for PA • @Firma is the Validation Platform of the Spanish Ministry of PA (MAP) • Verify the electronic identity of a citizen independently of the type of Digital Signature they use to carry out their telematic relationship with the Administration • The ACCV offers in the Valencian Region, in collaboration with the MAP, the Validation Service of admitted DS to Administrations and public organizations, Universities, citizens and legal entities • Universal use of Digital Signatures • Admitted Certification Service Provider: • http://www.dnielectronico.es/seccion_aapp/rel_autoridades.html • National Applications • Tax Return • Current Labor Situation • Cadastral Records • Secure Telematic Notifications

Regional Applications with ACCV Digital Signature • Valencian Government (www.docv.gva.es): Official Diary of the Valencian Region • Editedonlyin Electronic Format since January 1st, 2007 (the 1st one in Spain) • Use of paper is totally discontinued • Specific Legislation to validate Electronic format as Unique and Valid • Signed by an application certificate issued by ACCV • ACCV Timestamping Authority (TSA) generates its timestamp in order to garantee that no alterations has been made after that time • Valencian Health Service: Abucasis II • Internal project (medical staff) • 80 URPs for staff members only • ACCV DS is a must to log on and operate in Abucasis • A Unique Medical Record of every patient will be available electronically at every health center and hospital under strict security measures (digital signature) that garantee confidenciality and authenticity of data • 1.300 professionals are using this service in 38 health centers

Local Applications with ACCV Digital Signature • Valencia Town Hall (www.ayto-valencia.es): Citizen Folder • Personal Infomation (register, bills) and procedures (certifications) • SUMA Tax Administration (www.suma.es): Virtual Office • Submit registered requests to Suma • Place Direct Debit order for the annual bills • Modify/ Update personal details • Consult paid bills • Pay your bills • Telematic Registry of Documents Entrance There are over 150.000 foreigners only in the Alicante province • Alicante Town Hall (www.alicante-ayto.es): • Filed Local Police reports are available on line for the Insurance Companies
