  3. MRO Supplies Highlights • Effective: 11/14/2003 Through 11/13/2005 • Strategically Sourced Using MyFloridaMarketPlace eProcurement System • Estimated Annual Spend - $12,941,509.00 • Eligible Users – All Florida Government Entities

  6. Problems • Cumbersome Contract • Not Enough Competition • Poorly Defined “Core” Items List • State is Paying More $ for Certain Items • Contract Was Not Designed for Construction Projects

Solutions • Learning Process – Rethink the Way This Contract was Solicited • Find Ways to Increase Competition Next Time Around • Rethink the “Core” & “Non-Core” Approach • Approach Awarded Vendors in an Attempt to Lower Prices on Certain High Priced Items • Users are Permitted to Go Off Contract for Construction Type Purchases.

Lawn Care Services • Invitation to Negotiate • Strategically Sourced Using MyFloridaMarketPlace eProcurement System • Three Stage Event • Stage 1 – Prequalification • Stage 2 – Site Visits & Initial Pricing • Stage 3 – Interview Process & Final Negotiations • We are Currently in Stage 3 • Pricing and final responses have been received and are being evaluated. If no further negotiations are found necessary, awards are anticipated by mid-October.

Pest Control Services • Invitation to Bid • Strategically Sourced Using MyFloridaMarketPlace eProcurement System • Two Stage Event • Stage 1 – Prequalification • Stage 2 – Site Visits & Pricing • We are Currently in Stage 2 • The Hurricanes have caused a delay in completing site visits. When they are finished pricing will be requested. Awards are anticipated by the end of October.

Security Guard Services • Invitation to Negotiate • Strategically Sourced Using MyFloridaMarketPlace eProcurement System • Three Stage Event • Stage 1 – Prequalification • Stage 2 – Site Visits & Initial Pricing • Stage 3 – Interview Process & Final • We are Currently in Stage 3 • Again, the hurricanes have caused a delay, but we plan to begin the interview process during the first week of October. Anticipated contract award is mid-November.

  15. Security & Fire Systems Services • This Solicitation Has Been Put on Hold Due to Lack of Agency Interest and New Agency Contracts for Similar Services. • We are Currently Working Towards a Final Solution.

  16. Future Facility Services Solicitations • Janitorial Service • A decision on whether to bid this service will be made by the end of October. If a bid is issued it should be out by the end of November. • Maintenance & Repair Service • This area may include maintenance for HVAC & Chillers, Standby Generators, Elevators, & Boiler Water Treatment. Currently on hold while we complete other service contracts.

Uniforms • Request for Proposals • Strategically Sourced Using MyFloridaMarketPlace eProcurement System • Vendor Shortlist posted 7/14/2004. “Super lot” Intent to Award posted 8/30/2004 to single Proposer, Martins/Superior Uniforms • Preliminary annual savings identified is 14% ($315,000.00) from current State Agency spend. Additional savings opportunities for Local Jurisdictional customers. (>44% less than MSRP)

  20. Officers’ Equipment • Invitation to Bid • Strategically Sourced Using MyFloridaMarketPlace eProcurement System. • Intent to Award posted 7/29/2004. Prior to Contract Signing (this also applies to Uniforms RFP), vendors must provide acceptable Performance Bond and responses to State Objectives: (One Florida Initiative, Drug-Free Workplace, Environmental Concerns, PRIDE and RESPECT).

  21. Drug Screening Test Kits • Effective: 03/12/2004 Through 01/31/2007 • “Single-Award” per drug test category vs. previous lowest three priced drug tests realized average 43% savings from previous State Term Contract. • MMCAP multi-state contract averages $1.50 per single-panel test. Florida State term contract price is $0.56 or $0.58 for most tests.

  22. Ammunition, Targets, & Handcuffs • Current STC runs through 12/18/2004. Will be renewed prior to expiration date • Re-Bid as part of Strategic Sourcing (Officers’ Equipment), but bid prices exceeded current “baseline” prices. (Indicates that current prices, terms and conditions benefit State and Local Jurisdictional customers) • One category (OC Spray/Less Lethal Munitions) did show savings / will be added

  23. Protective Vests (Body Armor) • Current STC expires on 2/3/2005. New ITB will be issued in October, 2004 • Re-bid as part of Strategic Sourcing (Officers’ Equipment), but bid prices exceeded current “baseline” prices. • Added complication is “Zylon” vest degradation issues. DMS is actively working with A.G. Crist’s office and DOJ/NIJ to insure adequate officer safety.
