  4. The Project • RLDA, a statutory body of Indian Railways formed through an amendment to the Railway Act, 1989. By this amendment, the Railways are authorized to carry out Commercial development of Railway land. • Rail Land Development Authority envisages the commercial development of one land parcel at Gaya under East Central Railways (Mughalsarai)

  7. Major Attractions of Gaya Vishnupad Temple The Vishnupad temple is main tourist attraction of Gaya. The temple located on the west bank of Falgu River is visited is a sacred place for Hindu relegion Bodh Gaya-About 15 kms from Gaya, is Bodh Gaya, the place where Gautam Buddha got enlightenment Brahmyoni Hill Ghats, temples, Akshayavat, along the banks of the sacred Falgu River. Bidding Structure • Bidding Process to be carried out in a single stage two packet system by submission of ‘Eligibility Proposal’ & ‘Financial Bid’. • Financial Bids of only those Bidders found eligible on the basis of Eligibility Proposal shall be opened. • Financial Bids to be submitted in the form of “quoting lease premium” • The Bidder giving the highest Financial Bid, provided the Bid is responsive shall be declared as Selected Bidder

  26. Development Model • The Developer shall be granted rights to construct, operate and maintain the assets, facilities and project utilities upon the Site • The Developer shall be granted Lease Rights through a separate Lease Deed after the Developer has; • either paid to RLDA the entire amount of Lease Premium, • or furnished to RLDA, Bank Guarantees for payment of the remaining Installments. • The Developer shall be permitted to market the sub-lease of the Built Up Area as permitted in the Development Agreement through the sub-lease deeds.

Technical Eligibility of Bidders • The Bidder / any Member of the Consortium (holding at least 10% equity in Consortium and SPV) should have successfully completed (as developer or contractor or owner) at least one real estate project (residential, commercial, township, institutional etc.) of Built Up Area of 5000 Sq.M in the last 10 years Alternatively • The Bidder or the Members of the Consortium (holding at least 10% equity in the Consortium and SPV) should have successfully completed (as a developer or contractor or owner) multiple real estate projects (residential, commercial, township, institutional etc.) with aggregate Built Up Area of 15000 Sq.M. in the last 10 years.

  28. Financial Eligibility of Bidders • The aggregate tangible net worth (the “Net Worth”) of the Bidder should be at least Rs. 5,00,00,000 (Rupees Five Crore only) as per the latest audited balance sheet • The Members of the Consortium (holding at least 26% of equity in Consortium and SPV) are allowed to aggregate their individual Net Worth to meet this criterion.

  29. High Net worth • If the Net Worth of a single Bidder / Lead Member of a Consortium of the Bidder is Rs. 25,00,00,000/- (Rupees Twenty Five Crore only), the Technical Eligibility will not be necessary.
