Department of Energy (DOE)Security Force Program • Security forces protect DOE classified matter and nuclear material from theft, diversion, sabotage, espionage, unauthorized access and control, and other acts that impact on national security. • Authority is Atomic Energy Act of 1954 • 10 CFR 1047 is policy for Limited Arrest Authority and Use of Force

Security Police Officers (SPO)Duties • Security Officer (SO) – Unarmed • Access control, patrol, escort, alarm monitoring • SPO I – Armed • Fixed posts with no external response requirements • SPO II – Armed and trained in offensive tactics • Posts and patrols requiring response and assessment in support of facility protection plans • SPO III – Armed with extensive training in response to crisis situations • SRT, Precision Marksman • Other Special duties include canine handlers, armorers, flight crews, law enforcement, and crisis negotiators

SPO Legal Authority • 10 CFR 1047 – Limited Arrest Authority and Use of Force….”authority to enforce specific laws regarding government property and criminal provisions of the Atomic Energy Act.” • Limited Arrest Authority – arrest w/o warrant in performance of official duties when • Offense committed in presence of SPO and • Reasonable grounds (prudent person) to believe offense had been committed • Use of Force – use physical force which is reasonable and necessary to • Apprehend and arrest offender • Prevent escape • Defend yourself or third party

  5. SPO Capabilities at DOE Site • SO – 30 on unarmed posts at non-critical facility • SPO – 550 armed. Duties include posts at critical facilities, patrol, and Special Response Teams • Law Enforcement – 45 officers commissioned by Governor to enforce state traffic laws. Also have role in site response plans. • Boat Patrol – 2 patrols • Helicopters – 2 • Canine Teams – 13, includes patrol and detection of explosives and narcotics

  6. Protective Forces Training • SO – Required • 3 week basic course which includes • Security education and operations • Weaponless self-defense and intermediate force weapons • Post and patrol operations • Communications and safety • Annual Refresher Training • site specific tasks

Protective Forces Training • SPO I/II – Required • 7 week basic course which includes • Weapons training and qualification • Post, patrol, and response force operations • Legal aspects of duties (Arrest Authority/Use of Force) • Weaponless self-defense and intermediate force • Communications, vehicle operations, safety • Site specific topics • Annual Refresher Training • Physical fitness testing • Semi-annual weapons qualifications • Site specific training and exercises

Protective Forces Training • SPO III – Required to be trained and qualified in all SPO I/II tasks and • 4 week Special Response Training Basic Qualification Course • Advanced weapon systems • Close Quarter Combat • Small unit tactics – ground and air • Specialized equipment training • Annual Refresher Training • Physical fitness testing • Semi-annual weapons qualification • Maintenance training to retain task/team proficiency • Site specific tasks
