Problem Statement • 2003: Maine DOC was asked to address concerns regarding the telephone services provided to prisoners/residents • Summary of Concerns: • Rates are too high • Not taking advantage of telecommunications trends: • Fixed-priced prepaid calling across the U.S. • Shorter telecom provider contract periods • Major inmate phone system components are too tightly integrated: • Telecommunications Service (the Carrier) • Call Processing and Security • DOC Commissions CORIS Phone System Overview

Background Info • MDOC partnered with xwave to complete a successful OMS implementation: CORIS • CORIS is a web-based Offender Management System, integrating: • Adult Facilities • Adult Community • Juvenile Facilities • Juvenile Community • Financials (Restitution, Fees, Inmate Trust, Canteen/Commissary) • Inmate Phone System • Telecom Vendor challenges in the Inmate Phone Services market • Legacy System based solely on an collect calling model (expensive) • The public / families experience: • High rates • Few Options CORIS Phone System Overview
