  1. FAO Management Response to Joint Thematic Evaluation of FAO and WFP Support to ISFS Programme Committee 12 April 2010

Overview We agree with all of the recommendations: • develop corporate strategies; • strengthen leadership in ISFS; • promote ISFS which responds to specific needs; • promote long-lasting national multi-stakeholder ISFS partnerships; and • develop and apply a communication and advocacy strategy.

  3. First Step: Developing an ISFS Strategy • Strategic discussions held between FAO and WFP early in 2010 • At FAO, a multi-disciplinary team has been assembled to work on an ISFS strategy; • A concept note for the strategy has been produced; • Strategy to be completed by December 2010.

  4. Key Challenges to be Addressed by Strategy • Enhancing strategic focus; • Improving support to Member States; • Using ISFS to develop medium – and long-term food security strategies as well as emergency needs; • Strengthening partnerships.

  5. Enhancing Strategic Focus • FAO’s work on ISFS covers three strategic areas: • Global Public Goods and Services (Underlying Methodoligical and Analytical Work) • Specific Support to Member States • Neutral and Independent Assessments • While the strategic areas are clear, there is a large number of apparently uncoordinated products and activities.

  6. Enhancing Strategic Focus (2) The concept note suggests that greater focus can be achieved by: • Using FAO’s strategic framework to prioritize activities and drop lower priority ones; and • Providing appropriate structures (probably using the team approach) to improve coordination.

  7. Improving Support to Member States • Implement a programme development and fund-raising strategy; and • Increase focus on sustainability of ISFS projects at the national level.

  8. Greater Use of ISFS for Policy Development • The CFS, its bureau and its Advisory Group could provide guidance on ISFS instruments needed by countries. • Proposal presented to the CFS Bureau to develop a ‘mapping’ system that fully incorporates ISFS in an analysis of country-led plans, institutional arrangements and financing for food security interventions.

  9. Strengthening Partnerships • Joint strategy with WFP means that the two institutions would work as members of a single team rather than just partners. • Important technical partners include FEWSNeT/USAID, USDA, JRC (EU), Save the Children, OXFAM and CARE
