UNDP Armenia “Strengthening Awareness and Response in Exposure of Corruption in Armenia” Annual Work Plan Principle of the APMM Structure for Health and Education Sectors • Three-tier system of corruption problems in healthcare and education sectors: • systemic roots, • risk-related causes, • consequences expressed in specific manifestations. • In the three-tier system, systemic issues of education and healthcare sectors were classified in four interrelated and inter-complementary frameworks: • quality and accessibility of services, • finances and shadow monetary circulation, • rights and legality, • administration and functions.
