  2. PAGE Promoting Accountable Governance In Education (PAGE) Is Funded By PTF And Aims At Achieving: • Reduced Corruption In Managing The Capitation Grant In Ghana • Reduced Corruption In Exercise And Textbook Allocation And Distribution In Ghana

  3. METHODOLOGY • Both C.G And Textbook Tracking Are Conducted Through SMC/PTA Led Participatory Action Research. PAGE Facilitates The Process With Capacity Support -Budget And Textbook Tracking& Advocacy. • Advocacy Takes A Centre Stage After Tracking. Policy And Practice Issues Are Pursued By SMC/PTA.

  4. CAPITATION GRANT TRACKING TOOLS Expenditure And Item Verification Tool • Is S-PIP Approved By SMC/PTA And GES? • Is Expenditure Budgeted And Approved • Do Prices Compare With Market Price • Are Receipts In Place? • Are Items Procured In Of The Budgeted And Expended Quantity And Quality?

  5. ITEM UTILIZATION AND INVENTORY • How Is Item Benefitting Teaching And Learning? • How Effective Is The Item? • How Is Item Stored?

  6. BUDGET HEARING (PRE AND POST TRACKING) SMC/PTA : • Leads Community Discussions On Outcomes Of Tracking Exercise. • Leads In Adopting Action Steps On The Tracking Report? • Leads In Role Assignments?

  7. TEXTBOOK COUNT SMC/PTAs: • Obtain Records Of Textbook Supplied From The GES To Schools From The DEO. • Obtain Records Of Textbooks Received In School. • Conduct Count Of Textbooks By Subject Category And Year Of Supply • Validates Data With Teachers

  8. TEXTBOOK HEARING SMC/PTA : • Leads Community Discussions On Outcomes Of Text Book Tracking Exercise. • Leads Community In Adopting Action Steps On The Tracking Report? • Leads Community In Role Assignments?

  9. ADVOCACY SMC/PTAs: • Engage DEO on Tracking Report • Feedback To DEO On Issues Related To The Implementation Of Action Plan • Feedback To Community On Implementation Of Action Plan.

  10. SUCCESS STORIES (C.G TRACKING) • The Tracking Of The C.G Has Deepened Teacher-community Accountability In The Communities • Clarified SMC/PTA Mandate To Demand Accountability • Revealed Incongruous Anti-community Level Accountability Policies E.G. Handing Over Policy

SUCCESS STORIES (TEXTBOOK TRACKING) • Textbook Tracking Has Informed The Allocation And Distribution Of Textbooks (More P3 Science And English Books Were Found To Be Lacking) • Community Ownership Of School Assets Is Deepened • Tracking Revealed Lapses In School Record Keeping • Reduced Pilfering Of Textbooks For Private Use

  12. EXPERIENCES • C.G And Textbook Policy Guidelines Are Archaic And Need Review To Formally Provide For Social Accountability. •  Decentralizing Textbook Procurement Is Key • Education Act,2008 (Act 778) Shows The Way • GES Agrees To Devolve Procurement At Basic Level to Districts.
