SAFETY AND MISSION ASSURANCE ROTATIONAL TRAININGStatus Report SMART
Program Overview Value to GSFC: Provides project, instrument, and systems managers exposure and training on: • SMA processes, tools, and practices • Designing safety and reliability into systems; • Processes and techniques to identify hazards and failure modes • Thinking in terms of failure space versus success space Methodology: Similar to ongoing JPL Rotational and SEED/SELDP programs; the SMART program centers on training through SMA assignments supporting flight projects, instruments and launch operations Participant Sources: Directorate nominations, application through GOBBs, SELP, SEED and PMDE participants earning continuing credits
Program Status Infrastructure Development: • Advisory Board established and functioning • Handbook and processes developed and issued • Web site designed and posted • Operational agreements placed between Code 300, 400, and 500 Pilot Program Implementation: • Detail positions coordinated with Flight Projects and posted in GOBBS • Directorate nominee submitted and now is a mentee in a detail assignment as deputy CSO for JWST • Received applications, however applicants did not meet requirements Full Implementation Key Actions: • Receive nominations from Codes 400 and 500 • Receive qualified applicants from flight project management and engineering pool Planned Program Changes: • Increase assignment and program flexibility
SMART Process Flow Area of Concern:
Next Steps • Directly market the SMART program to: • Code 400 and 500 division chiefs • Former and active SDLP, SEED, and PMDE participants • At Marketing Meetings: • Present SMART program add-value • Discuss nominee/applicant concerns and consider mitigating program changes • “Project Leaders who understand S&MA are better equipped to achieve Mission Success”
