Florida Health Information Exchange Florida Health Information Exchange (HIE) Cooperative Agreement Program – In March 2010, Florida's Agency for Health Care Administration (AHCA) was notified that it was awarded $20.7 million in federal funding to be used over a four-year period for the purpose of supporting statewide health information exchange. The 2010 Florida Legislature directed the Agency to issue an Invitation to Negotiate (ITN) and, through the ITN process, Harris Corporation was awarded a four-year, $19 million contract by AHCA on December 22, 2010 to implement a statewide health information exchange (HIE) infrastructure that will improve the delivery and coordination of health care.
