    1. HIBCC: Healthcare’s Standards Organization

HIBCC was initially founded to develop a standard for data transfer using bar code labeling; It later focused on many other electronic data interchange standards for information exchange among healthcare trading partners; This mission is extended globally via IHIBCC, a network of HIBCC offices located throughout the world.

    11. HIBCC assigns Labeler Identification Codes (LICs) which enumerate manufacturers for bar code labels. LICs are identifiers which are key elements in: EDI transaction message formats Universal Product Number Repository (UPN®)

Designed by Healthcare for Healthcare Materials management (ordering, receiving, warehousing, inventory, stock rotation); Cost containment (identification of high volume items, elimination of over-ordering/waste, stream-lining of process, accurate billing/invoicing); Patient care (patient/clinician identification, drug verification, item tracking for recall).

    14. HIBC’s Flexible, Alphanumeric Design Provides a larger set of identifiers; Reduces the risk of duplication; Increases flexibility and is therefore less subject to format change; Enables incorporation of manufacturer’s catalog item number, eliminating risky cross-referencing of data.

HIBC Standards for Electronic Data Interchange (EDI) HIBCC's role is to provide the basic building blocks of EDI; Adopted the generic formats of the American National Standards Institute (ANSI) X12 Committee; HIBCC-developed transaction sets cover wide variety of formats for transactions between manufacturers, distributors, health care institutions, and insurers.

Services for Customer Identification: The Health Industry Number® (HIN) The Health Industry Number (HIN) is a unique identifier for enumerating services and activities throughout the health industry. The HIN enumerates the ship-to locations of: • healthcare facilities (hospitals, clinics, ambulatory care centers, nursing homes, etc.) • prescribers (practice locations) • suppliers (manufacturers, distributors, GPOs) • administrative programs (PHS) The HIN is a common reference number for identifying healthcare entities in electronic transactions between trading partners. HINs provide an unambiguous means of identifying the common customer of trading partners without the hindrance of maintaining multiple cross references.

Origins of HIN Proposed in 1986 for use by manufacturers & distributors for rebate reporting and transmittal of price changes; Proposed after existing identification systems found to be unsatisfactory. Major concern with control & assignment of identifiers; Need to identify establishments & internal locations/activities.

    20. HIN Structure The HIN is physically represented as a nine-digit alphanumeric (0-9, A-Z) string of characters. The HIN is comprised of: • six randomly assigned characters • a modulus-based check character • a two character suffix that identifies all known practice locations of prescribers, various services, activities or administrative programs associated with a healthcare establishment. The first seven positions of the HIN comprise the “base HIN” which identifies a health care entity at a particular location. The seventh position of a base HIN is a check-digit for verifying the first six positions. 2 9 K E C 3 K 00 The last two positions of the HIN comprise the suffix which uniquely identifies either a specific ship-to location, alternative location, or a functional affiliation with the entity.

    21. Where Does HIN Data Originate? The primary source of information on entities which populate the HIN database comes from HIN subscribers. As a result, the scope of the HIN database is not a narrowly-defined market, but rather the universe of customers of a subscriber, some of which may be non-health related.

    24. Benefits of HIN Consistency - trading partners use the same number when referring to the same entity or organization. Accuracy - consistent number and elimination of cross reference files increases the accuracy of reporting and sales analysis. Efficiency - clerical effort necessary to research and maintain cross- reference files is reduced. Timeliness - frequent updates allow subscribers to maintain their files on a timely basis.
