Fight against Organized Crime “The capabilities of the law enforcement agencies drugs, organized crime, terrorism and corruption will be enforced…” (MIPD, p. 19.) • Main challenges: • use of special investigative techniques, risk analysis and intelligence gathering should be further intensified • capacity building with emphasis on continuous education needs to be combined with modernization of material and technical equipments • strengthening cooperation with justice Ministry of Interior, September 17, 2007

Fight against Organized Crime • Examples of identified projects: • Capacity building of the Unit for conventional surveillance in fight against organized crime and corruption (IPA 2008)- aims to improve methodology of work in accordance with best techno-technological achievements and to strengthen capacity- human and technical equipments in application of special investigation methods documentation and observation • Undercover operations- capacity building either thru TA Component or Twinning programme with an aim to design long-term strategy for development of undercover investigations operations; to improve by-laws and internal organizations; promote continuous training and work on improvement of skills of the staff. Fight against Organized Crime (Projects) • Criminal Police contribution thru development of operative analytical system an tactical equipments • Police Helicopter Unit- further equipping will significantly improve performing air control and surveillance of the state border, traffic and public places. Integrated Border Management • Support to implementation of Integrated Border Management Strategyand Action Plan • Identified problems: • Legal framework • Training system for border police personnel; donor driven specialised training • Lack of adequately trained staff • Infrastructure nor modern equipment at the borders. Integrated Border Management • Identified Projects: • Development of IT System for border crossing (IPA 2008)- refers to establishment of IT required for information exchange on the Border Police, including MoI and other services in the region. Project supports: • Building human and technical capacity of Border Police • Establishment of standardized framework for communication among different units of MoI regarding illegal migrants, trafficking of human beings, documentation falsification • Creation of central information system for control of state border and its application in regional centers Ministry of Interior, September 17, 2007

  9. Illegal Migration “Illegal migration continues to be a source of concern although some operational results are being achieved. The total number of illegal entries of 1,076 foreigners in 2005 represents only a 3 percent increase on the previous year. However, there has been a significant increase in the number of minors and women illegally entering the country. The possible connection with trafficking in human beings is a matter for concern” (EC Progress Report, 2006) Ministry of Interior, September 17, 2007

Illegal Migration • Proposed measures: • to establish an effective system of exchange of information on illegal migration at MoI and BPD levels by creating an e-database on illegal migration • to support material and technical conditions for organizing and operating of the Reception Centre for Aliens, Padinska Skela and integration into Interpol data exchange system • to integrate MoI into the regional system of exchange of data on illegal migration • to build BPD capacities for applying international standards of illegal migrants treatment, prevention of trafficking of human beings, fight against organized crime and terrorism.   11. Police Directorate • Support to establishment and adaptation of Center for detaining arrested persons will ensure: • implementation of international standards and obligations stemming from Convention on Protection of Human Rights • basic accommodation conditions for detaining persons • professional and trained police service in applying international standards and providing fair treatment in Center for detaining arrested Ministry of Interior, September 17, 2007

Information and Communication Technology • Focus on updating and modernizing IT and communication system based on best practices will contribute to better coordination among units within the Ministry on one hand and society on other. • IT Critical Infrastructure • Building up radio-communication system TETRA • Improvement of Telecommunication Transport network • Modernization of the Private Branch Exchange Network Ministry of Interior, September 17, 2007

  13. Traffic Police • Main priorities: • Ensuring traffic safety thru capacity building in function of speed control of vehicles on Corridor 10 • Improvement of analytical database on car accidents in accordance with European standards • Cooperation with other units in areas fight against crime, trafficking of drugs, human beings Ministry of Interior, September 17, 2007

  14. Sector for Protection and Rescue • Challenges: • Development of National Strategy and Legal Framework on Emergency Protection • Establishment of Training Center for firefighting and rescue units will contribute to development of skills and professionalism and increase of performance of firemen and the rest of the staff; provide required facilities and equipments for continuous training.   15. CONCLUDING REMARKS • Donor assistance in reform of Police service in the past period very significant and beneficial. Further assistance needed to help in performing and achieving main requirements stemming from SAA, EP and other international treaties • Future focus on main strategic aims of MoI: • Capacity building in fight against all types of crime and corruption • Strengthening Border Management • Asylum and illegal migration • IT and Communication system development • Police education Ministry of Interior, September 17, 2007
