COAG principles have driven design Key Principles • It should take an insurance approach to share costs across community • It will fund reasonable and necessary supports based on needs with a focus on early intervention • It should enable exercise of more choice and control in lives, through self directed approach to supports and individualised funding • It should involve consistent application of eligibility, timely and efficient delivery of supports and early intervention • It will ensure equitable access by addressing needs – regional and remote, CALD and Indigenous • It should provide continuity of support to current recipients ensuring they are not disadvantaged in transition.  Choice  Control  Safeguards  Support where needed

There are Three Central Pillars underpinning NDIS design • Insurance Approach • Maximising economic and social benefits • Mobilising funding for early intervention • Timely & efficient delivery of supports • Promoting an efficient allocation of resources based on managing the long term costs of support • Pooling of risks – a community responsibility • Choice and Control • Each person has the right to participate fully in society and to direct their own lives by exercising control over their supports • Every individual supported by the NDIS will determine the types of supports, who provides them, how designed and provided, how their funding is managed • Community and Mainstream • Fostering and drawing on community based and mainstream supports • Ensuring that the NDIS works effectively with other service systems • Building local capacity and local solutions.  Choice  Control  Safeguards  Support where needed

It is intended that the transition to the NDIS should not cause disadvantage Participant transition • Transition arrangements are currently being finalised • Participant transition from current arrangements to NDIS will be planned • Will seek to balance • desire for change of current participants • unmet needs of new participants  Choice  Control  Safeguards  Support where needed

The Agency is working collaboratively with support providers Provider transition The Agency is working with Government and providers to: • Ensure a managed transition for providers • Develop a shared understanding of what a disability services market may look like • Identify, develop and promote tools, resources and supports for providers to move to new arrangements  Choice  Control  Safeguards  Support where needed
