Parentally Placed Students with disabilities placed, by their parents, at private elementary and secondary schools, including religious schools
Private School • As defined at §118.165(1) Wis. Stat. • 4K and 5K programs v. “daycare” for students age 3 to 5
Child Find • School district where the private school is located is responsible for child find for students attending that school.
Equitable Services • No individual entitlement. • Not all eligible students may participate. • May include special education or related services or both.
Service Plan • Follow IEP requirements when developing, reviewing, or revising a services plan. • Includes most of the elements found in an IEP. • Not and IEP.
Who Provides Services? • Employees of the school district, CESA, or CCDEB. • Contract with an individual (including an employee of the private school)
Where are Services Provided? • At Public School • At Private School • Other Location
Services… • Must be secular, neutral, and non-ideological. • May not involve direct payments to private schools. • May involve the placement of equipment or supplies at the private school • May not be use for repair or construction of private schools.
Transportation • If necessary to benefit from participation in equitable services. • No IDEA requirement from home to private school.
Consultation • Private school representatives and representatives of parents • Timely and meaningful • Affirmations
Proportionate Share • See Calculator: http://dpi.wi.gov/sped/sbprivschools.html • Based on prior year’s child count • Amount that must be spent on equitable services. • Child find expenses do not count. • Carry-over period of one year
