  1. 04.11.2005 COIMBATORE INDUSTRIAL INFRASTRUCTURE ASSOCIATION (COINDIA) Pump, Motor and Foundry Cluster – Coimbatore – Tamilnadu FORM GFR 19-A Form of Utilization Certificate Apart from the utilized funds mentioned above, Tenders are Released for Rs. 230 lakhs covering grants-in-aid of Rs. 173 lakhs (75%) and committee (SPV) also approved on 21.09.2005 items covering Rs.357 lakhs grants-in-aid for release of tenders. The Balance Rs. 357 lakhs grants-in-aid will be utilized by releasing tenders before 15.12.2005 Certified that I have satisfied myself that the conditions on which the grants-in aid was sanctioned have been duly fulfilled / are being fulfilled and that I have exercised the following checks to see that the money was actually utilized for the purpose for which it was sanctioned.

Kinds of Checks exercised • The items and the amount spent are provided for the project as approved by Department of Industrial Policy and Promotion (DIPP), Government of India. • The expenditure was certified by chartered Engineer/Chartered Accountant. The payments were made whereby account payee cheques in favor of vendors / service providers. • The leased building was valued by Public Works Department (PWD), Government of Tamil Nadu. • The capitalized value of the leased land and buildings as certified by the Chartered Accountant was credited to the lesser, who is a promoter of the project, as shown in the Project Report. • Tender notices are published in 5 different Newspapers to reach more area to get the competitive Quotations. • Govt. of TamilNadu & Govt. of India procedures are followed for releasing of Tenders and Tenders will be finalized by different Sub Committees such as Technical, Physical, Infrastructure, Purchase & Finance.
