  5. Massachusetts Maritime AcademyMarine Safety and Environmental Protection Department • Global Positioning System • Gather data and download to a text file for later use in ArcMap and MARPLOT using DNRGarmin Lab #1 • MARPLOT • Introduction Lab #2 • Add GPS data Lab #3 • Edit DNRGarmn text file in EXCEL and Notepad • Edit *.mie file to add a new layer Lab #4 • Export selected information into a *.mie file • Change the layer name in the *.mie file using Notepad • Import the edited *.mie file • Add digitized information Lab #5 • Digitize in Cartalinx into ArcInfo generate file • Edit generate file and imnport into MARPLOT Introduction to GIS MMA Emergency Management

  6. Massachusetts Maritime AcademyMarine Safety and Environmental Protection Department • ALOHA • Fundamentals Lab #1 • Investigate plume shape and size on meteorology and type of chemical release • MARPLOT • Link ALOHA plume to MARPLOT Lab #2 • Generate plume and attach to a general MARPLOT location • Select plume and search for roads affected by plume. • Attach ArcMap data to MARPLOT Lab #3 • Download GIS data in state plane coordinates (schools and hospitals) • Convert data to Latitude /Longitude in Cartalinx • Save as a Generate file and import into MARPLOT • Select plume and extract schools and hospitals within 30 miles • LandView • Investigate total population affected by a release Lab #4 • Attach LandView to MARPLOT • Turn on Census Block layer • Select plume and extract Census Blocks affected by plume • Determine the population affected by the release Risk Assessment MMA Emergency Management

  7. Massachusetts Maritime AcademyMarine Safety and Environmental Protection Department • CAMEO • Introduction to CAMEO Lab #1 • Database fundamentals • Chemical Searches • Adding data • Adding Facilities and Routes Lab #2 • Locate facilities and shipping routes in a town • Add facility and route data • Link CAMEO to MARPLOT Lab #3 • Link facilities and routes to MARPLOT locations Hazardous Materials Management MMA Emergency Management

  8. Massachusetts Maritime AcademyMarine Safety and Environmental Protection Department • Introduction to LandView Lab #1 • Introduction using LandView tutorials. Become familiar with: • Demographic data • TIGER files • EPA data • USGS GNIS data • Become familiar with NOAA Environmental Sensitivity data • Hazardous Materials Release Lab #2 • Create a facility in CAMEO • Attach the facility to a location in MARPLOT • Use ALOHA to generate a chemical plume • Link the chemical plume to the facility in MARPLOT • Select the plume in MARPLOT and search for: • Block groups for population demographics • Possible shelter within 50 miles of the plume • Possible triage locations within 20 miles of the plume • Environmentally sensitive areas affected by the plume • Possible evacuation routes • For each selected component, export to a new layer. • Export to a *.mie file • Edit the file to change the layer • Import the edited file • Radiological Release Lab #3 • Same as above using HPAC to generate a radiological plume Technological Hazards MMA Emergency Management

  9. Massachusetts Maritime AcademyMarine Safety and Environmental Protection Department • IT in Emergency Management • CAMEO/MARPLOT/ALOHA/Landview • Build an emergency management system for a specified town or city • Obtain and map the data for HazMat sites government buildings and other significant structures. • Census Blocks for population demographics • Possible shelter locations • Possible triage locations • Environmentally sensitive areas affected by the plume • Possible evacuation routes • Create an evacuation plan for a specified release Information Technology in Emergency Management MMA Emergency Management

  10. Massachusetts Maritime AcademyMarine Safety and Environmental Protection Department • Exercise Design • Develop an exercise and test a scenario based on the exercise to include: • Scenario Description and events • Role player and stakeholder descriptions • Fundamental Objectives • Clarify Roles and Responsibilities • Practice working together to respond to an emergency • Evaluate current emergency plans and protocols • Anticipate the specific demands on the public health system during a mass casualty event • Understand the role of local, state, and federal agencies, and the resources available to local communities • Testing protocol may include: • Use of the Mass Maritime Emergency Management Simulator • Mapping systems • CAMEO/MARPLOT/ALOHA • HPAC • CATS • HAZUS Capstone MMA Emergency Management
