This is a sweeping promise by Jesus to his apostles – v.16. It hardly suggests a one-time ful-fillment on the Day of Pentecost. In his glory, Jesus would actively work with his apostles through-out the rest of New Testament times.

The immediate objective of the Lord’s promise was to advance the cause of the Great Commission: “make disciples of all nations ... baptizing them ... teaching them.” The empowerment that Jesus gave on the Day of Pentecost began to fulfill the promise.
