  2. Reviewer’s Guidelines • Applications and supporting documentation must be submitted in an electronic format. • All Early Childhood Education (ZA) endorsement programs must submit an application and review documentation by November 1, 2010, for review March 2011.

  3. Reviewer’s Guidelines • All fees must be paid by December 1, 2010, for review March 2011. • No candidates are to be admitted to old programs. Full approval based on new SBE Early Childhood Education (ZA) endorsement standards must be obtained before candidates are admitted to programs after December 2011.

  4. Reviewer’s Guidelines • The Professional Preparation and Development Unit staff will receive the electronic application for program approval. • When the full application is received, the institution will be sent a notice for remittance of a review fee as determined by legislative action in 2007. • If the fee is received by December 1, 2010, the application will be recorded as available for review in March 2011.

  5. Reviewer’s Guidelines • As you review please remember that this review process should: • Support institutions that submit documentation highlighting the quality of their ZA program. • Provide valuable feedback in relationship to the new Early Childhood Education (ZA) endorsement standards.

  6. Reviewer’s Guidelines • The process is not designed to: • Replicate a program you may have graduated from or work within. • Evaluate the institution’s capacity to use technology for documentation.

Reviewer’s Guidelines • The Early Childhood Education (ZA) endorsement standards are available at: • http://www.michigan.gov/mde/0,1607,7-140-6530_5683_6368-204349--,00.html • These are the standards that each institution must address when completing a standards matrix for the program (see instructions in Section VI of the Application for State Approval of Teacher Preparation Specialty Programs).

  9. Reviewer’s Guidelines • Reviewer Comments Regarding Program Status The reviewer's comment form was prepared to help reviewers working with institutional documents submitted for review. It may also be useful for your conversations with your review partner. This form is for the reviewer’s use and is NOT used by the institution under review.

Reviewer’s Guidelines • The disc for your institution contains the following documents: • Folder titled “Review Documentation” with these items: • The review application form • Form XX • Acceptable matrix sample • Unacceptable matrix sample • Folder titled “Reviewer Information” with these items: • How to Review Early Childhood Endorsement Programs • Conflict of Interest form • Volunteer form • A copy of the invoice form • The revised Early Childhood Standards • Sample Review Team Comments form • Sample Reviewer Recommendation form
