INTRODUCTION • Creation : 1997 by Law no. 97-035 • Established : 1999 • Birth of 2nd generation RF : 2003 by decree 2003-411 • Adhered to ARMFA : 2003 in Libreville-GABON • Status : Public Establishment with financial and administrative autonomy • Principles : • Give priority to road maintenance • Seek the highest rigour in terms of governance Sixième Réunion Générale de l'AFERA 8-12 Octobre 2007 - Antananarivo MADAGASCAR

INTRODUCTION Role: Receive and administer the funds intended for maintenance of all roads in the national territory Objectives : • Ensure 100% routine maintenance of national roads • Contribute to the maintenance of "regional" and communal roads • Participate in works of urgent intervention • Take part in the periodic maintenance of national roads Sixième Réunion Générale de l'AFERA 8-12 Octobre 2007 - Antananarivo MADAGASCAR

PROBLEMATIC ROAD NETWORK OF MADAGASCAR • National Roads 12000km  5000km bituminous and 7000km earth • "Regional” Roads 18000km  500km bituminous and 17500km earth • Inventoried Communal Roads 5500km  200km bituminous 5300km earth • Unclassified Roads 2500km mostly earth roads • 85 % of roads are earth roads NETWORK CONDITIONS : 12% good 14% average 74% poor • Difficult climatic and topographic conditions • Limited financial capacity • Insufficient follow-up and maintenance of network Sixième Réunion Générale de l'AFERA 8-12 Octobre 2007 - Antananarivo MADAGASCAR

PROBLEMATIC AGRESSIVE TROPICAL CLIMATE • Abondant rainfall : 12 months of 12 in the East 04 months of 12 in the North and West 02 months of 12 in the South • Frequent and devastating Cyclones : more than 4 per year • Earth road maintenance : the same works are carried almost twice a year despite the existence of rain gates • Insecure investments on maintenance of earth roads Sixième Réunion Générale de l'AFERA 8-12 Octobre 2007 - Antananarivo MADAGASCAR

  7. FINANCING of ROADS other than NATIONAL ROADS I. OWNER OF THE WORKS : Regional governments and Local Councils Region  regional roads Council  urban/rural roads II. FINANCING : 90% by RF and 10% by Regions and councils  28% of resources generated by Regions and Councils in 2007  Statistically: 58% of resources from NR, 42% (CTD+TU+DES) in RR et RC  FID, NORAD, PIC, CCPREAS, ACCORDS,… also finance works on these roads Sixième Réunion Générale de l'AFERA 8-12 Octobre 2007 - Antananarivo MADAGASCAR

Regions and Council engage 10% as their own contribution . Provisional annual Planning . Adjustable three yearlyprovisional Planning . Estimates of Works . At the end, a report of the reception of the works - The request are studied by the RF - Analysis and validation by Orientation Committee of RF Sixième Réunion Générale de l'AFERA 8-12 Octobre 2007 - Antananarivo MADAGASCAR

FINANCING of ROADS other than NATIONAL ROADS Execution of the programme - Notification to the Regions and Councils - Payment of 10% contribution by the Regions and Councils - Establishment of programme convention and visa of RF - Award of contracts : by public tender . Drawing up of contract of the principal manager for studies, control and supervision of Consultant for certain Public Establishments and visa of RF, or . Drawing up of administrative work estimates for Public Consultants or Public Establishment and visa of RF . Notice of non-objection of RF for tender documents . Opening and analysis of tenders . FINANCING of ROADS other than NATIONAL ROADS Execution of Works - Notification of order to start works by Owner of the Works - Execution of works with follow-up, control and supervision - Forwarding of monthly work accounts and payment orders of executed works for payment - At 100% execution, provisional reception of works - Final reception at the end of guarantee period - Transmission of payment order to RF for payment - Closing of contract  All works are carried out by Enterprises  Studies, control and supervision by Public Establishment and by direct labour for the rest Sixième Réunion Générale de l'AFERA 8-12 Octobre 2007 - Antananarivo MADAGASCAR

TYPES of INTERVENTION Earthworks - heavy grading - light grading Drainage works - masonry or earth gutters - outlets,… Works of Structures - drainage structures, culverts, - bridges, Roadway works - resurfacing with selected materials - stone walling (rare) - paving (rare)  Unpaved roads hardly hold up until the expiration of guarantee period Sixième Réunion Générale de l'AFERA 8-12 Octobre 2007 - Antananarivo MADAGASCAR

PERSPECTIVES Increase and diversification of RF resources to ensure maintenance of ALL the roads Exceptional Effort to upgrade all regional and council roads to a maintainable state given the present state Adaptsolutions to climatic and topographic conditions of the country : progressive paving of earth roads Exploitation/utilisation of local materials GENIS AMR/Labour based methods in phase with the Madagascar Action Plan (MAP) for inter-connected infrastructure Sixième Réunion Générale de l'AFERA 8-12 Octobre 2007 - Antananarivo MADAGASCAR
