Action 5: Improve knowledge of ecosystems and their services in the EU • Action 5 under Target 2 of the BD Strategy to 2020: • ‘Member States, with the assistance of the Commission, will map and assess the state of ecosystems and their services in their national territory by 2014, assess the economic value of such services, and promote the integration of these values into accounting and reporting systems at EU and national level by 2020.’ eea.europa.eu

  9. MAES Pilot Studies • Aim: • to test the MAES analytical framework using six thematic pilots • to provide a set of recommendations to help the Member States with their assessments eea.europa.eu

  10. 6 MAES Pilot Studies • Use of Article 17 (Habitats Directive) status data for assessment of ecosystem conditions • Natural capital accounting (exploratory work) • Four pilots on broad ecosystem types: • Forest ecosystems • Agro-ecosystems • Freshwater ecosystems (rivers, lakes and wetlands) • Marine ecosystems eea.europa.eu

  11. 6 MAES Pilot Studies: status? • Outcomes of pilots will be used for drafting a synthesis report to be available end 2013 / early 2014. • An ‘all pilots workshop’ is planned (18-19 Nov) to support the drafting process of the synthesis report. eea.europa.eu

Action 6: Set priorities to restore and promote the use of green infrastructure • Action 6a under Target 2 of the BD strategy to 2020: • ‘ By 2014, Member States, with the assistance of the Commission, will develop a strategic framework to set priorities for ecosystem restoration at sub-national, national and EU level.’ eea.europa.eu

Working Group on the Restoration Prioritisation Framework • The objective of the Working Group is to support the Member States and the Commission in guiding the choices for the delivery of the 15% restoration target. • The 4th (and probably last) meeting of WG RPF was held on 2 Oct in Brussels. • A contractor to DG Env has developed several technical guidance document to support efforts in MS. eea.europa.eu

Working Group on the Restoration Prioritisation Framework • The four draft guidance documents: • A guide to the development of a restoration prioritization framework at national and sub-national level • The 4-level approach to restoration incorporating considerations at the level of the landscape • The need for and character of possible support mechanisms • Opportunities for innovative sources of financing in support of restoration • The documents will be made available through the DG ENV web-site (in the process of being finalized) eea.europa.eu

Conceptual framework • Restoration should be regarded as a process (thus not a binary restored vs degraded description of state) • Thus, significant efforts to improve the condition of a site can, in principle, be counted as a contribution to restoration even if the site is not fully restored to its "original/natural state" • Identifies four different levels of restoration (which will be defined based on descriptors of abiotic and biotic condition) • Restoration needs to be defined for the different ecosystem types, i.e. classification system on ecosystem typology agreed under MAES • As a basis every MS is responsible for realizing 15% of restoration eea.europa.eu
