Definition of HIB • …any gesture, any written, verbal or physical act, or any electronic communication, whether it be a single act or a series of incidents, that is reasonably perceived as being motivated either by any actual or perceived characteristic, such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, or a mental, physical or sensory disability, or any other distinguishing characteristic, that takes place on school property, at any school sponsored function, on a school bus, or off school grounds …that substantially disrupts or interferes with orderly operation of the school or the rights of other students, and that: NJ Dept of Education

Definition of HIB • a) a reasonable person should know, under the circumstances, will have the effect of physically or emotionally harming a student or damaging the student’s property, or placing a student in reasonable fear of emotional harm to his person or damage to his property. Definition of HIB • b) has the effect of insulting or demeaning any student or group of students; or • c) creates a hostile educational environment at school for the student by interfering with a student’s education or by severely or pervasively causing physical or emotional harm to the student. Facts About Bullying • National Education Association 160,000 children skip school every day • The U.S. Department of Justice 37% of all students don’t feel safe at school • National Institutes of Health 1/3 of students in 6th-10th grades nationwide experience some form of bullying www.targetbully.com

Facts About Bullying • 8.4% - 20% of children report being bullied multiple times per week • As many as 44.6% of children report being bullied at least once per year • 9% - 13% of children report bullying others several times per week • 24% - 25% of children admit to bullying others at least once per year www.targetbully.com

  15. School Employee Responsibility • All acts of HIB must be reported verbally to principal on the same day incident was witnessed or reliable information was received. • Incident must be in writing within two school days. NJ Dept of Education

  16. Principal informs parent/guardian, and initiates investigation within one day of report. Investigation is conducted by school anti-bullying specialist and school safety team. No longer can we look at this problem as “kids being kids” or “situations” that our children will “get over”. This epidemic leaves a mark on its victims that can last a lifetime.
