  2. Group members: • Representatives of Roma NGO’s and Government.

  3. Policy or program for intervention: • Socio-economic development of Roma in Macedonia (used strategy from Roma NGO network and government national action plan for employment) • Projects and programs for improvement of social and economical conditions, raising of common trust • Program and projects for establishing small and medium business and possibilities for taking credits • Influencing the institutions for bettering the living conditions

  4. Goal or Change that we want to see: • Raising the rate of employment of the labour market over qualification and pre-qualification of the labour according to the needs of the market of labour.

  5. Stakeholders/ Key people of groups: • Efficient not employed Roma in Macedonia • Civil society (NGO’s) • Government (ministry for labour and social policy, Biro for employment, local self government) • Private sector (Business people) • Donors (WB, OSI, USAID, UNDP, EAR, DFID, Swiss embassy) • Medium

  6. Tools to be used: • organizing trainings for consultancy • Advocacy and lobby for getting loans and support for preparing business plans and opening business informational centres • Ohrid agreement (percentage representation of all ethnic communities in public administration institutions) • “Decade of Roma inclusion” • Reorganizing the biro for employment in agency for mediation for employment • Correlations among Ministry’s of Education and Labour and social policy for the needs of labour market

  7. Action to be taken by Civil Society within 30 days • Establishing working groups • Assessment of market labour • Trainings related of the results • Coordinative body • Lobby groups • Public debates for decentralization • Informing thorough the media • Preparation for the next phase

  8. Action to be taken by Government within 30 days • Establishing working groups Desegregating data for the market of labour (for Roma) • Training for staff of the department for employment • Informing all governmental resources • Informing thorough the media

  9. Action to be taken by the donors within 30 days • Establishing working groups • Assessment of market labour • Trainings related of the results • Coordinative body • Public debates for decentralization • Informing thorough the media • Including the business sector

  10. Action to be taken by Civil Society within 6 months • Advocacy and lobby for getting financial resources and credits • Support for preparation of business plans • Data base • Monitoring • Informing thorough media

  11. Action to be taken by the government within 6 months • Pre-qualification for not employed workers • Working places • Promoting of the self employment and consultancy • Establishing business and consultancy centres • Programs for employing Roma in the public institutions • Writing and presenting periodical reports

  12. Action to be taken by the donors within 6 months • Courses for public administration • Monitoring • Financing programs for employment • Presenting through media
