Thomas Jefferson National Accelerator Facility (JLab) • Operating DOE facility • Basic research in nuclear physics • 6 GeV electron accelerator (12 GeV) • $100 million annual budget • 700 employees, 2200 visiting scientists • 70% of SURA members represented • SURA owns all IP generated at JLab

Some SURA IT Background • SURA Crossroads Initiative - started in 2000 • Recognition that region could benefit from a unifying network infrastructure • Needed more inclusive, pervasive, ubiquitous…. • Pulled participants from all major gigapops in SURA region • Evolved to explore both dark fiber and managed bandwidth solutions • GEO-Matrix consulting contract • Mapped out SURA member locations plus other important institutions • Fed labs, Hospitals, Research Centers, etc. • Identified and evaluated regional and national telecom vendors with infrastructure in the SURA region • Involved other organizations in “National Buyers Consortium” • Formed “USAWaves” as a program vehicle for extending reach beyond the SURA region

SURA Crossroads • Ended up focusing on Velocita • Very good coverage in SURA region • Receptive to creative relationship with higher ed • Followed Velocita assets through May 2002 bankruptcy • Assets acquired by AT&T in late 2002 • Leveraged relationship with Bob Collet (Velocita CTO) when he transitioned to AT&T

SURA - AT&T GridFiber Agreement Major Provisions • Agreement announced on Dec. 16, 2003 • Ten year agreement with provisions for 10 year extension • Access to no-cost IRUs on 6000 pair miles of dark fiber on AT&T’s national “NexGen” network. • Low dark fiber maint. (O&M) rates - $75/route mile/yr • 2000 pair miles of additional dark fiber for “network research” w/$0 fiber O&M • Ability to purchase additional dark fiber at $250/strand mile - a very aggressive price

GridFiber Agreement - Amendment 1 • June 10, 2004 Amendment to GridFiber Agreement altered several key provisions in the original agreement: • extends all no cost IRU's from 10 to 20 years • allows SURA to be the first customer of use for NexGen network routes (important since NLR will be the first customer of use on portions of the Jacksonville - Houston AT&T route); • removes restrictions on commercial traffic on SURA strands and ties limits on the use of the AT&T fiber to IRS rules governing 501(c)3 organizations; • significantly clarifies interconnection rules and eliminates many monthly interconnect fees.

Additional GridFiber Major Provisions • Offer of substantial quantity of Cisco DWDM equipment installed in following locations: • Atlanta - Jacksonville - Orlando (Cisco 15808) • Jacksonville - Houston (Cisco 15800) • Dallas - Kansas City - St. Louis (Cisco 15800) • Attractive rates for collocation and power in AT&T facilities • Discounted rates for on-site assistance and escort services

  12. AT&T Route Surveys SURA & Geo Consultants have completed site surveys on approximately 4800 miles of the AT&T NexGen network.

SURA is Accepting Requests for use of these assets • How does this work? • Organizations can purchase dark fiber from AT&T under this agreement for $250/strand/mi (20 yr IRUs) • Organizations can request access to no cost AT&T 20 yr IRUs from SURA • Organizations can request access to AT&T “research fiber” from SURA

How does this work - cont. • Fiber assigned to requester using two vehicles: • AT&T IRU Supplement (3-way agreement) • SURA Assignment Agreement (2 party) • Assignee assumes responsibility for costs associated with implementing AT&T fiber and meeting requirements of GridFiber Agreement. • Currently working this process with NLR and University of Oregon (represents approx. 1,200 miles of 6000 mile allocation)
