  2. How are we doing nationally in SEN? • Still high numbers of very low attaining children • International studies show a wider gap between higher and lower attaining children here than elsewhere

  3. Ealing context • Reduction in percentage of pupils in primary schools identified as having SEN 2010-2011 18.1% • 2011-2012 16.7% • 2012-13 15.6% (2.9% below national average)

  4. 2012 Outcomes • Below L3 in English 4.5%. National 5% • Ealing mainstream schools 3.3% • Below L3 in maths 3.8%. National 4% • Ealing mainstream schools 2.5%

  5. Children and Families Bill Principles • Early identification of needs • High expectations and aspirations • Focus on outcomes for children and young people • Views and participation of children/young people and their parents are central

  6. Principles • Choice and control for young people and parents (personal budgets) • Education, health and social care partners to collaborate • Clarity of roles and responsibilities • High quality provision to meet the needs of children and young people

  7. Principles • Skills, knowledge and attitude of those working with children and young people are central to achieving excellent outcomes

  8. Draft Indicative Code • “Additional SEN Support” (ASS) to replace School Action and School Action Plus • SEN policies to be updated annually • Published on website • Focus on outcomes • Information on identification, assessment and provision • How school evaluates effectiveness of provision

  9. Draft Indicative Code • School’s arrangements for assessing the progress of pupils with SEN • Information about the expertise and training of staff in relation to SEN • Consultative version of SEN Code in Autumn 2013

  10. New directions • Build skills and capacity of schools to meet diverse pupil needs • Only children with the most severe and complex needs, requiring support from more than one specialist agency, to need an EHC
