I. 美国进出口银行简介 • Official export credit agency (ECA) of the US Government 美国政府的官方出口信贷机构（ECA） • Mission: Support US exports; Supports short, medium, and long-term financing to creditworthy international customers both public- and private-sector; Products include Direct Loans, Guarantees, Export Credit Insurance, Working capital Guarantees, Tied Aid Fund 使命：通过其出口信贷保险，贷款担保和直接贷款来帮助美国产品和服务出口海外 • Since establishment in 1934: supported more than $400 billion in US exports 自1934年成立以来: 已支持了超过4千亿美元的美国出口额

The U.S. Senate confirmed his nomination by unanimous consent on May 14, 2009, for a term ending on January 20, 2013. He was sworn in as chairman and president on May 21, 2009.

  10. 美国进出口银行与中国财政部的框架协议 On the January 2005 Ex-Im Bank visit, Chairman Phillip Merrill and Vice Minister of Finance Liao Xiao-jun of China’s Ministry of Finance signed a Master Framework Agreement to “provide an efficient procedure whereby the Ministry may guarantee payment of obligations of a Chinese buyer of Ex-Im Bank-financed U.S. exports.” 2005年1月24日，前任美国进出口银行董事长行长Phillip Merrill 与 中国财政部廖晓军副部长在北京签署了《中华人民共和国财政部与美国进出口银行的框架协议》。根据该协议，美国进出口银行将提供出口信贷保险、贷款担保或直接贷款以支持美国对华出口，中国财政部将向美国进出口银行提供相应的主权担保。

  11. 参考财金[2005]121号 • 主权担保融资：是指根据框架协议，美国进出口银行向中国国内银行或其他借款人直接提供贷款，或为美国金融机构提供的贷款或出口信贷保险提供担保，由财政部向美国进出口银行提供相应主权担保的融资； • 主权担保融资的项目，必须符合国家产业政策，并主要用于引进美国的先进技术和设备； • 主权担保融资形成的债务属于我国政府或有主权外债，由财政部纳入主权外债统一归口管理。主权担保融资的项目，由国家发展改革委按照政府投资项目进行管理

MOU Between Chinese Ministry of Finance and U.S. Ex-Im Bank 2007 On November 28, 2007, M.O.U. between the Ministry of Finance and the U.S. Ex-Im Bank, on duty exemption, U.S. Ex-Im Bank guarantee percentage and approval procedures: e.g., the U.S. content should be at least 50% of the commercial contract; a single project’s loan amount should be over $2 million etc. 2007年11月28日，中国财政部和美国进出口银行就框架协议签署谅解备忘录，明确美国进出口银行主权担保融资（享受外国政府贷款税收优惠政策）项目的有关实施原则和程序：例如，规定美国产品和服务比例不能低于项目合同金额（含中国国内采购）的50%；单个项目贷款金额不得低于200万美元。
