  1. Summary of 2010 Midterm Annual Activities of the Office of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan on child rights September, 2010

Awareness-raising activities • Peer-to-Peer Hierarchic Child RightsEducation Project • According to the agreement reached between the Commissioner for Human Rights of the Republic of Azerbaijan and the Ministry of Education, 3 pilot schools were determined • Working group on child rights education consisting of six persons was created • The curriculum and two manuals “Child Rights for everybody” and “Selected topics on hierarchic education of child rights” were prepared at the Ombudsman Office and were distributed among the participants • Trainings were conducted in three level classes II-IV, V-VII, VIII-X in each school every week; • After each training conducted by the staff members of the Ombudsman children attending the trainings themselves conducted trainings for one level lower classes • Final conference was organized at the Ministry of Educations • 204 children who successfully finished the trainings were presented “The Ambassador of Ombudsman” diploma, badge, certificate , calendar and presents • The Ministry of Education created computer rooms presented ten computers to each pilot school. • Trainings on child rights and combating human trafficking provided by the staff member at several secondary schools • Trainings on child rights for the students of the secondary schools conducted by the members of Ombudsman’s child rights resource center – Azerbaijan Children and Youth Peace Network (ACYPN) • On the initiative of the Commissioner, lectures on several topics delivered at ACYPN by staff members and lecturers invited from different state institutions and civil society organizations

Cooperation with Council of Europe and ENOC (European Network of Ombudspersons for Children) • Contribution to the Council of Europe Guidelines on child-friendly justice • Visits to child institutions, correctional center, detention places in 4 regions and capital city • Children staying in those institutions filled the questionnaire aimed at consulting children on the operation of justice • The questionnaires were collected, translated and sent to Council of Europe • Staff members attended the event in Yalta on “Protecting women and children through Human Rights based instruments” that was co-organized by the Council of Europe (CoE) and European Union (EU) in June, 2010 • ENYA (European Network of Young Advisors) Project • 7 children from Ombudsman resource center ACYPN participated in ENYA electronic forum discussions on selected topics • Two of them together with ENYA Coordinator (staff member) will attend the ENOC 14th Annual Conference to be held on 7-9 October, 2010 in Strasbourg

Cooperation with UNICEF Country Office • Submission and translation of the first specialized report of Ombudsman on child rights • Analysis of the national legislation and policy on child rights and recommendations given by the expert in order to improve the legislation and harmonize it with international documents • Trainings in central and regional offices of Ombudsmanprovided by the international expert from Lithuania, R. Salasevichiute, for improving knowledge and skills of staff members • Visits to child institutions in Guba and Lankaran

Visits and Children’s Right to Privacy • Visit of the members of Ombudsman’s NPM group for prevention of torture and other cruel, inhuman, or degrading treatment or punishment to the boarding school for children with mental retardation of Social Protection of Population Office of the Ministry of Labour and Social Protection of Populationand investigation of the situation therein • Ombudsman paid visit to the boarding school for children with mental retardation in Shagan settlement and inspected living conditions of children. Some shortcomings were eliminated there. Ombudsman gave children presents • Investigation of the case of the child subjected to sexual violence and to violation of the right to privacy • With the instruction of the Commissioner, psychological assistance was provided to the victim • Commissioner urged TV channels and applied to the Chairman of Press Council and National TV and Radio Broadcasting Council to be sensitive in such cases
