  14. Progress Payment Financing • Provides Interim Financing on fixed-price contracts or fixed-price portion of mixed contracts • Provided in recognition of contractor’s need for working capital Graphic: stack of accounting documentation, calculator, pencil.

Contract Eligibility Requirements • Large business: contract is valued at $2.5M or greater • Small business: contract is valued over the Simplified Acquisition Threshold - now $250K class deviation April 13, 2018 • Contractor is not expected to be able to bill for delivery of products for substantial time after work begins: • Large business: 6 months • Small business: 4 months Graphic: excerpt from FAR site.

IDCs and BOAs • Progress Payment rate used in individual orders must be consistent with both: • Provisions of basic agreement • Progress Payment rates in effect at time order was issued • PCO or ACO (if PCO delegates) updates IDCs/BOAs to reflect changes in rates • Orders issued before rate change must not be modified to include new rate Graphic: wooden desk top with documents and pens sitting on it.

Multiple Progress Payment rates • Some contracts contain different Progress Payment rates or require segregation of disbursements • ACO must work with the contractor and DFAS to determine best method for submitting PPRs • An effective solution is to segment contract into lots for purpose of Progress Payment submissions • Refer to DCMA MOCAS Users Guide for Contract Administration, 2.2.6 – Progress Payment request Processing

Unusual Progress Payments • IAW FAR 32.501-2: Unusual Progress Payments – The PCO may provide unusual Progress Payments: • Contract price • Contractor’s working capital and credit • IAW DFARS PGI 232.501-2: Unusual Progress Payments – approval is required from: • Office of the Under Secretary of Defense • DoD Procurement and Acquisition Policy • ACO must document and tailor risk management plan to address these special requirements

Contract Receipt and Review The ACO must: • Review a contract, upon receipt, to determine if it includes the Progress Payment clause • Contact the contractor, if the clause is in the contract, to determine if they plan to request Progress Payments Graphic: woman sitting at a desk, reviewing document with a pen in hand.

  33. Financial Capability Review The ACO determines whether the contractor’s finances are adequate for the contract.   49. Mixed-Type Contracts Only fixed-price CLINs are eligible for Progress Payments on contracts with both fixed-price and cost-type CLINs. The CA/ACO: • Calculates an ACRN ULO, based on the amount allocated to fixed-price CLINs, for ACRNs that fund multiple types of line items - not on total ACRN amount • Verifies that Progress Payment does not include ACRNs for cost-type CLINS • Verifies that DFAS pays correctly per contract payment instructions
