Energy Efficiency Potential of Ukraine The untapped opportunities • Energy saving potential according to 2012 IEA review: ¼ of total primary energy supply (27Mtoe) • Residential sector need to be a priority • Industry can deliver quick savings – increasing competitiveness • Government need to facilitate already ongoing efforts by adopting supporting legislation and regulations and providing for the necessary market and pricing reforms

General recommendations • New energy strategy based on realistic projections and energy efficiency gains • Desirable reforms to improve prospects for investment and country’s perception abroad • Solid programmes and periodic evaluation • Raising awareness of energy efficiency and educating public officials, population at each levels

Institutional Framework • High standards of governance • Ensure that institutional capacity is appropriately structured to monitor the implementation of energy efficiency policies • Improve the status of Agency of EE, ensuring sufficient human and final resources • Ensure independence and impartiality of the energy regulator

Energy Market and Pricing • Proceed with reform in pricing policy to achieve cost reflective tariffs • Effective regulation on monopolies and competition in the market • Reform in district heating should serve the long-term interests of consumers and provide for securing new investment to improve energy efficiency and services provided

Supply and demand side policies and measures • District heating rehabilitation • Proper enforcement of building’s codes and regulations • Homeowners associations • Energy using products performance standards and labels • Energy audits in industry • Energy Performance contracts • Data collection and use

Funding of Energy Efficiency Activities • Ensure sufficient government budgeting for to leverage the external financing and ensure sustainability of results • Allow for multi-annual municipal budgeting as well as for retention of saving as result of municipal actions to reduce consumption • Consider energy efficiency obligation scheme for utility companies • Financial incentives
