Our Beliefs • All students can learn and have the right to a challenging, standards-based education that will help them discover the joy of learning and reach their full potential. • Powerful teaching and learning is the most important factor for student achievement. A diverse, well - supported, student - centered, qualified staff dedicated to life - long learning is critical. • A safe, stimulating, and positive learning environment is essential for student achievement. • Educating our children is a shared responsibility among parents, staff, students, and community; clear, continuous communication is essential.

  3. Board Policy 2010 The Board of Directors, which has ultimate responsibility for the operation of the District, expects that the shared decision-making process will be used to create the best possible learning environment for all students. Decisions must be consistent with applicable law, regulations, Board policy, and collective bargaining agreements.

Board Policy 2010 (continued) The following are the basic premises of shared decision-making in Central Kitsap School District: • The Board is committed to the involvement of staff, students, and parents in the decision-making process and expects effective and meaningful shared decision-making. • Decisions will focus on creating an environment that maximizes student learning. • The principal/site administrator is accountable for decisions made at the site.

Board Policy 2010 (continued) • The administrator, staff, students, and parents will jointly determine the scope of shared decision-making at the site, taking into consideration that some decisions must be made by the administrator. • Shared decision-making teams are responsible for managing the consequences of decisions made by the team. • Community members will be encouragedto participate.

  6. CKESP/CKSD Agreement • All sites will have a Shared Decision-Making Team (SDT) in order to facilitate effective and efficient shared decision-making. Specific organizations, member selection criteria, procedures, and goals are to be determined by individual sites.

  7. CKESP/CKSD Agreement • A District Shared Decision-Making Committee (DSDC) will be established to determine appropriate SDT guidelines and operating principles for the District. The DSDC will assist teams with training as needed. The DSDC composition and responsibilities are outlined below:

CKESP/CKSD Agreement (cont’d) • The DSDC shall include: • 2 administrative members, appointed by the superintendent; • 3 association members, appointed by CKESP president; • all other groups will have a member each (CKEA, CKPTA, school board, and the non-organized employees). • The superintendent/CKESP president are non-voting members. • The DSDC shall be responsible for determining a membership rotation process to ensure continuity. • The DSDC will establish its own procedural rules (including selection of a chairperson and meeting minutes).

  9. CKESP/CKSD Agreement (cont’d) • The DSDC will establish its own meeting schedule, but will meet no less than once a month during the school year. If DSDC work exceeds the regular workday, they will be compensated at the District hourly rate, from the available Shared Decision-Making funds.

  10. CKESP/CKSD Agreement (cont’d) • The DSDC will be a collection point for building guidelines. On-going responsibilities shall include the following: • Perform program evaluation of the overall District shared decision-making process and provide guidance to the SDT’s in accordance with the DSDC mission/goals to further empower individual teams. • Provide training in the skills necessary to develop and implement effective shared decision-making process. • Provide guidance and conflict-mediation to SDT’s as requested.

  11. CKESP/CKSD Agreement (cont’d) • SDT funds are allotted per employee. The total allotment shall be $34K, which will be distributed to the sites based on the number of bargaining unit employees at the site on Oct 1. Employees working at more than one site will be funded at one site only.

  12. CKESP/CKSD Agreement (cont’d) • Any waiver request of contract language will be presented to the Association for prior approval prior to implementation. This waiver request must be signed by 2/3rds of the classified employees whose contractual rights under the collective bargaining agreement would be changed by the waiver.

  13. CKESP/CKSD Agreement (cont’d) • Each letter will be for the present school year only. For continuation, a new request must be submitted. • All SDT decisions will be in compliance with applicable law. • No employee shall be excluded from the bargaining unit, with regard to the Labor Relations Act, because of her or his participation in an approved shared decision making body. • If any aspect of an SDT decision is found to be contrary to the terms of the CBA, it will not be implemented unless a letter of agreement is obtained.

  19. CKEA/CKSD Agreement (cont’d) • The DSDC will determine the distribution of site SDT annual allotments. The allotment will be $160 per FTE staff. The total FTE, by location and funding source, will be in direct relationship to where the employee’s base contract is charged on October 1. The funds for certificated staff generated from categorical programs will be transferred to the school or department site.

CKEA/CKSD Agreement (cont’d) • Any aspect of a SDT decision found to be contrary to the terms of the collective bargaining agreement may only be implemented after a letter of agreement has been obtained. (see Article I, Section B3) • All SDT decisions will be in compliance with applicable law. • No employee shall be excluded from the bargaining unit as a supervisory or managerial employee, with regard to the Labor Relations Act, because of his or her participation in an approved shared decision-making body.

CKSD SDM Guidelines • Mission: to enhance student achievement by working collaboratively to create the best possible learning environment. • Purpose: to continually improve student learning at the local level in concert with district priorities and focus. • Representation: certificated, classified, and administrative staff members; parents; and students, as appropriate.

CKSD SDM Guidelines (cont’d) • Team members: • Selected by constituents to serve a specified term • Known to all of their constituents • Communicate regularly with constituents to gather input and provide feedback • Represent the interests of their constituents • Support decisions made through the established shared decision-making process

CKSD SDM Guidelines (cont’d) • Accountability: • School Board has ultimate authority and responsibility for the District. • The Board delegates authority to the teams through district/site administration. • It is the shared expectation of the Superintendent, Board, and Associations that staffs at each site are empowered through an effective shared decision-making process. • The decisions of each team must be consistent with the law, board policy, collective bargaining agreements and district goals.

CKSD SDM Guidelines (cont’d) • Accountability: • Sites have internal and external operating, monitoring, and evaluation procedures. • Sites reaffirm and/or change their operating procedures and guidelines annually. • Teams are responsible for managing the consequences of decisions made by the team. • Teams have an appeals process available to staff represented by the team.

CKSD SDM Guidelines (cont’d) • Accountability: • The DSDC will provide support to sites that request it. • Staff may vote, based on an agreed upon percentage, to reformulate. • Reformulation might include an assessment of current processes, an outside mediator, new ways of dealing with each other, and/or changes in procedures and guidelines. • Sites considering reformulation because employee responsibilities occur on more than one level may request assistance from the DSDC.

CKSD SDM Guidelines (cont’d) • Decision-Making Process: • Decisions must be made in concert with the law, collective bargaining agreements, and Board policies. • Waiver to Association contracts may be obtained though procedures identified in the collective bargaining agreements. • Shared decision-making is a process that allows everyone directly affected by a decision to be represented and have an impact on that decision.

CKSD SDM Guidelines (cont’d) • Decision-Making Process: • All constituents directly affected are involved in making decisions. • Other groups/departments affected by a decision are involved in the decision-making process in a timely manner. • No decision is final until groups/departments affected have been included. • Teams have a process for dealing with issues presented in an untimely manner.

  28. Empowered stakeholders effectively improve student learning: • theycreate quality, durable decisions; • theycreate broad and deep ownership; • theylimit and intensify effort through shared focus; • they validate all members of the organization; and • theycustomize efforts to local needs.
